Summary

This position is assigned to the Liberty and Deployed Forces Support (DFS) program, Morale, Welfare and Recreation (MWR) Department; Commander Fleet Activities Chinhae, Korea. This position is responsible for the routine daily operations of the Liberty Center and DFS Program and act as liaison with Fun and Fit Boss for shipboard recreation services and equipment repair, maintenance and replacement within the Region.

Duties

Help

  • Oversees the routine daily operations of the Liberty Center and designated spaces.
  • Ensures that Liberty programs and activities are operated in accordance with applicable rules, regulations and standards. Provides guidance and support to ensure the program meets CNIC standards and enforces all rules, instructions, policies and regulations, settles disputes, answer questions, inspect the facility and products and reports all problems to the manager.
  • Ensures front line staff inspect the facility and report all problems, issues and/or concerns in the pass down log.
  • Ensures that all standard operating procedures (SOPs) are up to date and effectively utilized. Ensures front line staff are informed of all SOPs and know where to find them for reference.
  • Operates all electronic equipment in the designated spaces and ensures front line staff is able to do the same; to include, but not limited to: PA system, gaming systems, stereo system, outdoor movie system, musical equipment and networked computers.
  • Ensures compliance with patron check in/check out procedures. Issues equipment to authorized patrons. Ensures front line staff properly issue equipment to authorized patrons. Checks equipment to ensure it has been returned in the same condition and ensures front line staff is trained in how to check for proper return of equipment. Informs manager of damage to equipment. Returns equipment to proper storage and ensures front line staff know how and where to properly store all equipment to include inflatables and outdoor games.
  • Recommends to manager patron requests and/or program changes, elimination of under-utilized programs and development of new programs. Encourages front line staff to engage with patrons to gather regular input on programs and services to ensure offerings are most current. Develops monthly calendar of events and programs and submits to manager for review, keeping in mind current CNIC
  • Liberty and DFS/Fleet Recreation standards and input from staff and patrons.
  • Exercises CNIC-trained Customer Skills in dealing with customers, co-workers and supervisors.
  • Plans, promotes and implements well-rounded Liberty and Category (CAT) A recreation programs utilizing numerous facilities and outdoor areas within the entire Fleet and Family Readiness (FFR) Department in accordance with CNIC approved program standards.
  • Coordinates leisure skills development activities and classes in accordance with Liberty Program guidelines.
  • Develops, organizes, publicizes, implements, evaluates recurring and nonrecurring activities (e.g., classes, trips, outings, tournaments, outreach opportunities, special events, and skills development). Develops, manages, maintains, plans, executes business plans, and administers diverse CAT A Liberty recreation programs.
  • Recommends program changes and additions based on seasonal changes and patron input. Evaluates recreational needs and on-going programs by reviewing and analyzing participation, patron satisfaction, comment carts, interest surveys, focus groups, advisory boards, command liaisons and personal contacts with individuals and groups to determine specific needs. Compiles results to determine if new programs should be offered, expanded, curtailed or eliminated.
  • Carries out programs and activities in accordance with supervisory instructions and guidelines by encouraging patrons to participate, keeping order and ensuring their safety.
  • Directs the recruitment and utilization of volunteers for various FFR activities and programs.
  • Maintains a current, active list of volunteer rosters and overseas utilization of correct documentation for volunteer usage. Coordinates and executes a direct communication line between the Liberty Program and the junior sailor population by creating a Recreation Ambassador Program, Recreation Advisory Board.
  • Maintains current liaisons with tenant and host command representatives.
  • Assists supervisor with budgets and recapitalization of programs within their roles of responsibility.
  • Provides outreach and logistical support to visiting ships and rotationally deployed commands to the Republic of Korea (ROK), including but not limited to: organizing trips, tours, hotel stays, and other recreation functions and activities for all authorized ports within Korea.
  • Provides on-board support to visiting ships including leadership briefs, pier support, invoice preparations, and collects fees and charges.
  • Surveys ports for ship visits and provides information on cultural and recreational activities in the area.
  • Collaborates with MWR Fitness & Sports programs to survey visiting ships to determine exercise/fitness equipment repair, maintenance and replacement requirements.
  • Collects fees and charges for a variety of programs that include but not limited to classes, trips, and community events, in accordance with the established cash handling procedures.

  • Requires some long periods of standing, walking, hiking, driving (pick-up trucks, cars, vans) active games and travel by air, bus, train or boat.
  • Must be able to lift up to 45pounds.
  • Must be able to successful completion of T3 investigation.
  • Must be able to obtain and maintain a government driver's license for up to an 11-passenger van.
  • Must be able to obtain and maintain valid CPR and First Aid certification.
  • Must complete and maintain Alcohol Risks Training on an annual basis.
  • Must be able to work uncommon tour of duty/rotating schedule, including nights, weekends, and holidays.

Qualifications

  • Minimum One Year of Experience: Experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
  • Knowledge of the principles, techniques and methods of recreation procedures used in organizing, planning, administering and conducting leisure time activities.
  • Knowledge of the scope of activities available and their suitability for individuals, groups, ages, and interest.
  • Knowledge of Navy Morale, Welfare, and Recreation (MWR) programs.
  • Knowledge of Navy Recreation policies and procedures.
  • Knowledge of constraints placed on the MWR Programs.
  • Knowledge of and ability to apply the NAF procurement process and procedures.
  • Skill in implementing and executing leisure time activities.
  • Skill in the use of automated data base terminals to search effectively and efficiently in a variety of sources.
  • Skill in the use of Microsoft Office Suite software (e.g. Word, Excel, PowerPoint, etc).
  • Skill in planning recreation programming and planning activities for junior sailors and visiting ships.
  • Ability to utilize resources effectively.
  • Ability to solve problems that arise from dealing with large, diverse groups of people.
  • Ability to interact effectively both orally and in writing with facility users, other staff members and supervisors, using tact and courtesy to accomplish assigned tasks.
  • Ability to communicate effectively in explaining Liberty procedures and policies to patrons.
  • Ability to assist in the marketing of programs and to motivate patrons.
  • Ability to evaluate participant response to activities and the extent to which the activities are meeting their goals and objectives.
  • Ability to work independently and make decisions without direct supervision.
  • Ability to develop and effectively deliver presentations and/or training to MWR staff and the military community.

Education

  • When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of your high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of your application package.
