Help

The Earthquake Science Center in the Earthquake Hazards Program develops and operates ground motion and ground deformation instrumentation networks and computer algorithms to detect and characterize earthquakes rapidly and automatically. The Center uses these networks and algorithms to aid in the advancement of earthquake studies as well as the mitigation of earthquake hazards. The Earthquake Early Warning (EEW) Project provides warnings of impending earthquake shaking to people and infrastructure with the goal of mitigating the impact of earthquake hazards. Providing advanced warning of earthquake shaking requires ongoing development and implementation of novel and sophisticated computational methods to monitor real time ground shaking and deformation data from a variety of sources.

As an EDGE Computer Scientist for ShakeAlert within the Earthquake Science Center, some of your specific duties will include:

  • Participate in the design and development of the ShakeAlert system including the overall system architecture, establishing performance standards, and system testing and monitoring.
  • Research and development of new methods for the integration of novel seismic and geodetic sensor data from MEMS accelerometers, cell phones, and other low-cost sensors.
  • Provide technical leadership in the creation of novel computational solutions to improve Earthquake Early Warning (EEW) system performance.
  • Assess current EEW algorithm performance and identify areas for improvement.
  • Explore machine learning approaches, novel database schemes, use of cloud computing for data processing, and improved visualization of results.
  • Develop, maintain, and troubleshoot systems to originate alerts and send them via the national Integrated Public Alert and Warning System (IPAWS) and Wireless Emergency Alerts (WEA).

Are There Any Special Requirements For This Position?
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Qualifications

BASIC EDUCATION: Applicants must meet either A or B to satisfy the basic education requirement for Computer Scientist, at all grade levels.

A) Bachelor's or higher degree in computer science.

OR

B) A bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Evaluation of Education: All academic degrees and course work must be from accredited or pre-accredited institutions. Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

FOR GS-14: In addition to the basic education requirement listed above, applicants must also meet the following to qualify:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-13 level in the Federal service, and if it equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.

Examples of such experience may include advancing the state of the art of computer science as applied to geophysical problems; overseeing the development of integrated systems in support of geophysical applications; innovating new solutions and providing technical leadership for the software of a major scientific project or research initiative.

Competency in the following areas is required: practical knowledge of real-time geophysical monitoring networks; knowledge of the principles of seismology, geodesy, or other geophysical discipline; experience in developing and assessing scientific algorithms for analysis of real-time sensor data; experience developing or using machine learning and cloud-based techniques; experience with various programming languages, UNIX/Linux operating systems, mobile platforms, and databases.

Work has required full documentation and responsibility for all procedures, methods, and techniques used, as well as the development of new guidelines for use and implementation. Relevant experience and competency must be detailed in your resume to qualify.

  • The full performance level for a Development position is GS-15; however, promotion eligibility is dependent upon the scientific contributions of the incumbent as evaluated by a peer panel.
