Help

As a Supervisory Program Management Specialist, you will:

  • Work with the TPE senior staff to identify methods of improving the overall efficiency, effectiveness, and performance of TPE in areas including personnel performance, business processes improvement, annual and strategic planning, and general management programs or initiatives of strategic significance to TPE.
  • Support staff in the formulation of broad program, technical and administrative policies and procedures needed for planning, executing, and deploying financial assistance programs, national safety activities and technology deployment.
  • Create and delivers executive reporting and communications (e.g., presentations, briefing documents, memos, and correspondence, along with executive, Congressional, and public reports) that support FTA strategy, reflect the results of all projects and customers in the program, and reports the status of external tasks to FTA leadership.
  • Develops, analyzes, and conducts complex program evaluations and analyses of program objectives, policies, functions, work processes, methods and procedures for business operations and logistical support program and related activities to evaluate, refine, and improve the efficiency and effectiveness of TPE.
  • As a leader and manager, develops strategic, long-range, and tactical plans for management and logistical support areas relating to the FTA and TPE strategic goals and corporate management strategies.

The specific duties of the position that will be filled through this announcement:

  • Serve as the principal advisor, providing direct expert technical advice to the TPE Associate Administrator (AA) and staff on all matters relating to national implementation of the planning process, environmental requirements and Capital Investment Grants program and the EPD Pilot Program; and represents the AA; speaks authoritatively for him or her in meetings with project sponsors, State and local governments, industry and professional associations, private organizations and academic institutions concerning these programs.
  • Serve as a key official for allocation of financial and technical resources for planning, environmental, and project development assistance; provision to grantees of technical support and guidance; and assurance of appropriate Federal program oversight. Recommends legislative changes, strategic and program plan revisions, and project approval/disapproval actions to enhance the effectiveness, safety and integrity of Federal planning and environmental programs supporting public transportation.
  • Serve as a principal advisor and consultant to the Administrator and Deputy Administrator on all activities related to FTA efforts to improve planning, environmental, and project development for public transportation. Keeps them fully informed on the status of programs, new initiatives and developments, and controversial issues.

The ideal candidate for this position is a mid to senior level professional who functions independently and demonstrates leadership in team environments and/or managing people. The ideal candidate also has strong analytical, strategic planning, and communication skills. Experience in analyzing and providing recommendations for improvement of transportation policy and an ability to meet organizational goals is desirable.

Candidates must have the skill and experience working collaboratively and productively with individuals of diverse backgrounds and experiences; organizational and management skills; and the ability to handle multiple, competing priorities, issues, and projects simultaneously. Candidates must also be skilled and confident in effectively discussing complex and sensitive materials and topics to an array of audiences, such as executive leaders, members of Congress, project sponsors and industry organizations.

  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience managing national level programs and policies to improve the efficiency and content of programs and plans; and
  • Experience coordinating and integrating program segments that effect Federal planning and environmental programs and capital investment programs supporting public transportation.
  • Experience planning and assigning work to be accomplished by subordinates, setting and adjusting short-term priorities, preparing schedules for completion of work.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
