Duties

Help

Plan, organize, and direct the activities within a section of Joint Personal Property Shipping Office, ensuring that its operations complies with legal and regulatory requirements and will meet customer needs.

Review organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives.

Exercise supervisory personnel management responsibilities; Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Serve as Transportation representative with a variety of installation and functional area organizations; establish, develop, and maintain effective working relationships.

Interpret instructions and counsels' personnel with a variety of mission related backgrounds concerning entitlement for shipping household goods, unaccompanied baggage, professional items and items of extraordinary value, and for non-temporary and temporary storage of their personal property.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience gained while assisting with a full range of transportation operations as related to personal property, privately owned vehicles, shipment/storage entitlements, procedures and assisting in resolving operating problems; assisting with counseling services to authorized personnel regarding their entitlements for shipment and storage of personal property to include special items and Identifying employee developmental needs and exercising supervisory personnel management responsibilities with knowledge of safety, security, and equal employment opportunity regulations, practices, and procedures.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the full range of transportation operations as related to DoD personal property, privately owned vehicles, shipment/storage entitlements and procedures.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

4. Ability to communicate effectively, both orally and in writing.

5. Ability to perform personal property functions for a variety of processing actions.

6. Ability to effectively organize and manage available resources in a complex office environment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
