Duties

Help
  • Review and analyze plans and specifications to gain familiarity with the project to ensure the feasibility of the construction aspects prior to start of work.
  • Confer with engineers and contractor personnel to coordinate QA work especially inspections and training.
  • Review schedules for delivery and installation of materials and equipment, making recommendations on methods of expediting and follow-up.
  • Perform and oversees field quality assurance tests. performs preliminary designs analysis and initial cost estimates as required to determine the desirability of changes or proposed solutions to problems encountered in construction.

  • Recommend acceptance/rejection of deviations/substitutions proposed by the contractor, with appropriate credit to the government.
  • Assist in investigating situations that required changes or that involve disputes with the contractor; drafts findings of fact on changes.
  • Interpret plans and specifications, conferring with contractor to resolve differences of opinion.

GS-09 Specialized Experience: One year of specialized experience includes demonstrating a practical knowledge of engineering with primary responsibility for performing work in overseeing, managing, and inspecting construction work, which includes Interpreting plans and specifications of complex construction projects; inspecting materials and workmanship to ensure quality, safety, and compliance with regulation and contractual requirements; performing a thorough reviews of contractor-submitted documents for accuracy and adequacy; providing input and recommended solutions to project engineers toward solutions or courses of action observations made at project sites; developing QA inspection requirements for upcoming projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
