Major Duties: This is not an all-inclusive list

A FAMILY PROGRAM ASSISTANT, GS-0303-7, Serves as an assistant in accomplishing all objectives of the Family Program. Interfaces with program areas to support operational needs, including meeting management, correspondence preparation and dissemenation, coordinates and facilitates communication, marketing campaigns and product designs. Assists in designing and conducting needs assessments of family members to identify program requirements. Identifies issues affecting the quality of family life and provides recommendations to supervisor of activities and policies requiring modification. Identifies family issues affecting recruiting, retention, and readiness. Recommends changes as needed on new initiatives and implementation of programming. Prepares information for entitlements, schedules of events, missions, roles, and functions of the National Guard.
2. Develops and maintains a library of resource documents to include knowledge and content management essentials. Assists in developing and maintaining marketing information and follow-up with programs to analyze analytical outcomes. Provides technical assistance to personnel publicizing Family Program and quality of life issues. Conducts briefings and training for staff to provide necessary information for event execution and operational needs.
3. Assists in planning and coordinating resources for family program events. Assists with the establishment, staffing, and equipping of Family Assistance Centers (FACs), when necessary. Implements and maintains a system of marketing campaigns and event planning materials. Facilitates meetings and trainings when necessary. Coordinates the volunteer service component to include formal training and recruiting of volunteers. Supports volunteers to work with the State Family Readiness Groups (SFRGs), and to instruct and train units, soldiers, and their families. Provides technical assistance and information to develop local unit SFRGs. Maintains a system of documenting volunteer services and a library of resource materials concerning volunteerism and provides materials to volunteers as needed.
4. Assists in the preparation of budget requirements to support the Family Program. Initiates Defense Travel System (DTS) Management orders. Assists with government mico-purchases and monthly account maintenance. Assists with events for the state family youth program, which addresses issues and concerns of youth related to Guard life and youth readiness and well being. Coordinates with local youth related organizations and agencies. Collects and organizes volunteer, family, and other related data. Implements and maintains a computer entry system for easy of retrieval and dissemination.

  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Must have a valid government issued drivers license.
  • Will be required to work some weekends in a compensable status.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • This position is not authorized for remote work.
  • Telework may temporarily be available on a situational basis.
  • This position must be able to physically start position within 30 days of extended offer.
  • Excellent oral and written English communication skills.
  • Ability to work with youth and vulnerable adults.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
24 months experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems including MS Office Suite 2016 or newer. Experience briefing or presenting. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to communicate information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work, or in comparable work position to be filled. Ability to work independently and be self-motivated. Must be versatile, resilient, and responsive to change.
Most Qualified (1 year or more experience):
1. College degree in Business Administration, Social Work, Project Management, Marketing, or other related field.
2. Previous experience with Family Programs or a subset of Joint Services and Support Branch (J9) (R3SP, CASOPS, TAA, MFH, IPP, etc).
3. Event planning, coordination, execution of large scale events (more than 50 attendees).
4. Knowledgeable on MN Army National Guard force structure and vast military terminology.
5. Experience using MOBCOP and/or MARRS-N.
Well Qualified (Minimum 1 year experience):
1. Previous volunteer experience with a Soldier Family Readiness Group (SFRG), Key Partner/Spouse Group, Beyond the Yellow Ribbon (BTYR) or other military connected volunteer organization.
2. Logisitical experience, preferrrably with, coordinating community resources, coordination of volunters for large scale (50 or more) resource distribution.
3. Content management, knowledge management, and/or Information Management Officer (IMO).
4. Familiar with MN Army National Guard force structure and general military terminology.

Education

EDUCATION:
H.S. Diploma or equivalent required, college degree in related field preferred.

Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan:

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
  • Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
  • Area 5: U.S. Citizens (to include current ARNG and ANG members.)
Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
  • Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position.
  • Well Qualified. Candidates in this category possess good skills and experience above the minimum requirements for the announced position.
  • Qualified. Candidates in this category meet the minimum experience requirements for the announced position.
