Summary

The position will provide independent administrative support to the Associate Chief of Staff (ACOS) and Administrative Officer (AO) for Research Service. The position works seamlessly in conjunction with the administrative staff and personnel of the Richard L. Roudebush Veterans Affairs Medical Center (RLRVAMC) Research Service for the purpose of facilitating the routine business of the department and coordinating activities.

Physical Demands: There may be some frequent periods of walking and/or standing, bending, carrying of light items like paper or books, and crouching within laboratories, hospitals, treatment facilities, and around the university campus. Work may also include frequent lifting of moderately heavy items to considerably heavy items, such as lab equipment. On occasion, the position may be required to walk, drive or ride in an automobile to various locations on and around the university campus.


Major Duties:
  • Oversees the handling, maintenance, tracking, and inventory of scientific research equipment and IT (Information Technology) equipment for the Service
  • Works with Budget Analyst, Warehouse staff, Safety Service, and Logistics staff to ensure a smooth handoff upon delivery and installation of equipment
  • Works closely with the Associate Chief of Staff, Administrative Officer, and Research Safety Officer to ensure compliance and safe practices to identify and rectify unsafe situations and make recommendations for improvements.
  • Responsible for requests to the Personal Identity Verification (PIV) office, to sponsor users for PIV cards.
  • Position is a purchase card holder and must comply with all the acquisition regulations, both Federal, VA and local.
  • Composes routine non-technical correspondence, such as instructions on office procedures, requests for information, and routing of letters of acknowledgment or notifications.
  • Coordinates with each Principal Investigator (PI) to minimize paper records stored within the facility and determines if documents need to be sent to off-site storage or discarded for recycling.
  • Uses word processing software to create, copy, edit, store, retrieve, and print forms, memos, and letters; uses database or spreadsheet software to create, enter, revise, sort or calculate, and retrieve data for reports; and uses graphic software to provide graphs and charts for reports and presentations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/10/2024.

You may qualify based on your EXPERIENCE as described below.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: overseeing the handling, maintenance, tracking, and inventory of equipment and IT (Information Technology) hardware for the department, including storage and safekeeping of data storage devices, working with multiple departments to ensure smooth handoffs upon delivery and installation of equipment and supplies; including safety checks, proper labeling, correct room assignments, purchase order (PO) updates, and updating internal tracking tools, handling external and internal calls and emails for the department, ranging from government agencies to the public, and responds appropriately to provide first call resolution or appropriate routing to resolve questions and concerns, maintaining, issuing, and controlling physical keys, sponsors users for identity and access cards, and grants computer, email and logical access for all staff, contractors, and vendors who conduct business within the department, making purchases, as an official purchase card holder, not to exceed designated spending thresholds for goods, services, and construction unless specifically authorized to do so, while maintaining compliance with all applicable acquisition regulations and laws. NOTE: Experience must be fully documented on your resume and must include job title, GS level (if a federal position), duties, month & year starting and ending dates AND hours worked per week.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
