As a Marine Inspector, this position is responsible for providing technical expertise and leadership in the enforcement of marine safety, vessel inspection, pollution prevention, vessel manning, regulations, treaties, and international conventions. 
 
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Leading inspections on new vessel construction modification projects with emphasis on critical engineering systems, navigation, lifesaving, fire-fighting, stability, pollution prevention and vessel design requirements for compliance with U.S. regulations and International standards
  • Inspecting all required navigation, intra-vessel communications, alarm, life-saving, firefighting and pollution prevention systems on a vessel to ensure that they are operating properly and in compliance with applicable national and International standards
  • Inspecting a vessels hull, including the hull envelope, internal structural members, protrusions, fittings, appendages, special tanks, holing areas, special use structure, and structural fire protection 
  • Provides senior level coordination with owners and operators, CG Headquarters, District and Marine Safety Center and other Coast Guard units, classification society representatives, and federal and state agency representatives.

Qualifications

AT THE GS-13:  Applicants must have one year of specialized experience equivalent to the GS-12 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  

Specialized experience includes: 

  • Reviewing technical vessel design and construction plans to determine compliance with regulations;
  • Resolving maritime vessel inspection controversies;
  • Identifying hazardous conditions and prescribed corrective actions; and
  • Evaluating the compliance of foreign passenger vessel safety management systems with the International Safety Management Code and/or the International Standards Organization.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The necessary Knowledge, Skills, and Abilities to perform this job are:

  1. Knowledge of the laws, treaties, conventions, regulations, and directives relating to vessel navigation, vessel inspection, vessel manning, operating systems and pollution prevention.
  2. Knowledge of classification society rules, standards of industry and professional engineering societies.
  3. Knowledge of a broad range of vessel hull and equipment systems associated with lifesaving, fire protection, navigation ventilations, pollution prevention, watertight integrity, cargo containment and transfer.
  4. Ability to prepare briefing papers, technical analyses and option evaluations for the Officer in Charge, Marine Inspection (OCMI), when inspection decisions may have an
    impact on an industry, are controversial in nature, or are expected to be appealed.
