Skillsets that are highly desired for this role:

  • Knowledge of the USAF Nuclear Certification program and tenets of nuclear surety
  • Knowledge of USAF logistics and NATO special weapons force structure and operations. (Highly Desired)
  • Knowledge of maintenance concepts, principles, and practices of the PA-200, F-16A/B, and F-35 and NCE. (Highly Desired)
  • Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians; and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
  • Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.
  • Experience in managing Technical Order Accounts.
DUTIES:
  • Serves as the system and Technical Order (TO) expert for the NATO PA-200, F-16A/B and Nuclear Certified Equipment (NCE). Utilizes previous experience and knowledge of the weapon systems and NCE to advise technicians on methods of resolving/troubleshooting issues, repairing difficult system malfunctions, research and analyze long term implications to NCE issues, and to investigate and analyze system/equipment accidents, incidents and failures. Chairs international NCE working group and participates in technical reviews and conferences to provide subject matter expertise on any and all technical system/equipment issues.
  • Provides Aircraft and Support Equipment Logistical and Technical Support. Provide technical direction and guidance for all NATO host nation non-US manufactured NCE as identified in the Master Nuclear Certification List and acts as a liaison for host nations to obtain repair, replacement, and/or spares for Government Furnished Equipment (GFE). Prepares and submits Nuclear Certification requirement packages for new or modified non-US manufactured support equipment. Coordinates with US government agencies to obtain GFE for NATO host nations. Provides design guidance and criteria interpretation. Prepares and presents oral and written reports, briefings, and recommendations to senior leadership concerning equipment issues.
  • Serves as the Technical Content Manager for assigned technical data (referenced above).
  • Responsible for the accuracy, adequacy, modification, classification and review of TO procedures, engineering data and technical content. Develops TO from applicable source documents as required. Reviews TO change requests from field technicians, adjudicates requested changes, edits, and ensures conformity to US Air Force TO standards. Monitors progress of logistical items and requirements for respective NCE and aircraft identifying and communicating problems, delays, impacts, and initiate corrective actions. Periodically reviews implementing AFIs, TO policy, nuclear surety policy, and program direction to ensure nuclear systems engineering data and safety policy are correctly interpreted and integrated into the applicable TO requirements. Works with the USAF Safety Center, the Department of Energy (DOE), other nuclear certification stakeholders and associated weapon/support system contractors to ensure the principles of nuclear surety are included in technical data and field operations. Serves as validation authority for NATO host nation special weapons and NCE Technical Order Distribution Office (TODO). Maintains TO repository with current revisions.
  • Provide Quality Customer Service. Establishes and maintains a positive working relationship with customers through personal motivation and technical competence. Interacts extensively with Air Staff, USEUCOM, HQ USAFE, AFMC, NATO host nation Ministries of Defense and subordinate units, and US and foreign contractors. Hosts and chairs meetings involving both US and NATO host nation personnel as required to support mission requirements. Requires a high degree of interpersonal, oral, and written skills. On a continuous day-to-day basis, must be comfortable in both professional and social settings with the language and cultural differences of the NATO host nation personnel. Establishes a reputation of dependability and professionalism.

  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • Employee MUST be able to travel CONUS and OCONUS in support of mission requirements.

  • Employee MAY be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.

KNOWLEDGE SKILLS AND ABILITIES:
1. Specialized practical knowledge of assigned systems/equipment and skill in applying this knowledge to unusual situations.
2. Knowledge of a wide range of maintenance concepts, principles, and practices of nuclear aircraft systems, subsystems, equipment, and components and skill in applying this knowledge to difficult and complex assignments.
3. Knowledge of AF program planning funding and management information systems (e.g., logistics management) in relation to nuclear weapons and systems.
4. Broad knowledge of the organization and working knowledge of responsibilities and policies governing logistics support for nuclear weapons, operational command requirements and TO specifications.
5. Ability to coordinate and evaluate efforts functional specialists to identify specific requirements and develop/adjust plans and schedules to meet each requirement on time.
