As the Chief of Staff to the Associate Administrator for the Office of Civil Rights (OCR), you will be responsible for providing advice and assistance on major management matters of a critical, controversial, and/or confidential nature.

Help

Provides advice and assistance on major management matters of a critical, controversial, and/or confidential nature.

Develops long-term goals and strategic plans that are consistent with performance goals and objectives.

Provides advice and interpretation of new policies, developments, practices, and procedures.

Coordinates special projects and strategic analyses encompassing a variety of controversial and sensitive assignments.    

Serves as principal advisor to the Associate Administrator and Deputy Associate Administrator on client outreach planning activities and related issues impacting GSA projects, potential projects, or prospective customers or business opportunities.

Performs key tasks to support budget formulation and conducts budget execution activities for the OCR.

Analyzes resource requirements, determines budget priorities and assists in the development of budget and resource allocations.    

Manages all aspects of the day- to-day operations of the Office and ensures operations are synchronized with strategies.

Makes recommendations on the establishment of performance indicators and monitors organizational performance against strategic goals; and human resources, financial and material resources required to accomplish the mission.

Assigns work, plans and schedules the work of subordinates, establishes employee performance standards, and evaluates employee performance.

The GS-14 salary range starts at $139,395.00 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized service is experience providing advice and assistance to top officials on major management matters of a critical, controversial, and/or confidential nature. This experience must include three of the following: developing performance metrics for established organizational goals and objectives; reviewing programs and processes to determine whether changes in policies, procedures, or organizational structures are desirable and effective, exercising independent judgment to develop and implement a variety of projects that drive decision-making, and collaborating with management officials to obtain agreement with proposed initiatives, policy changes, and activities designed to improve the quality of assigned program areas.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Mastery knowledge of the principles and theories of advanced management techniques in order to apply new developments to a variety of management and administrative problems not susceptible to treatment by standard methods in order to make recommendations that have an impact on all operations of the agency.    
  2. Ability to act independently in the planning and execution of a variety of high-level projects and to make authoritative and final decisions requiring considerable technical judgment.    
  3. Knowledge of the GSA and federal budget process, including knowledge of budget
    execution and formulation processes, i.e., allocation of resources, midyear review, year-end closing, and funds control.  
  4. Comprehensive knowledge of agency programs and pertinent issues associated with OCR program areas to make recommendations that may change policies or improve operations.     
  5. Ability to persuade others to take a specific action or form a decision. Skill in building consensus through give and take, gaining cooperation from others, and facilitating ‘win-win’ situations.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
