Duties

Help
  • Serve as a Program Specialist to provide overall direction, guidance, leadership, and coordination of business operations, processes, and management programs.
  • Coordinate with staff to develop the response to requests for information and taskers (internal, external, and command level), synthesize and analyze data to produce the final response.
  • Develop briefings, reports, policies, manuals, and information exchanges relating to a wide variety of subject matter concerning the organization, operation procedures, and operations of the organization.
  • Establish effective working relationships with internal and external partners and customers (i.e. Federal Agencies, academia, industry, Project Officers, and other stakeholders, colleagues, and leadership) to enhance organizational effectiveness.
  • Apply program planning and business process management skills to support DoD Research development, testing and engineering acquisition programs and requirements.
  • Apply strong communication (oral and written), collaboration, and multi-tasking skills to execute mission requirements in a fast-paced workspace.
  • Work alongside leadership and team members to gather, analyze and present data.
  • Work proficiently within SharePoint and collaboration tools to manage data to ensure it's searchable and available to directorate personnel.

  • Incumbent must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. MINIMUM QUALIFICATIONS:

Specialized Experience DE-02: One year of specialized experience equivalent to the DE-02 (GS-11 equivalency) grade level in the Federal service. Specialized experience is defined as 1) support research and development business functions by establishing processes and polices; 2) implement strategic direction for vital programs with long-term impact to the organization;
3) develop and/or recommend administrative plans, strategic initiatives and operational planning, and developing customer/ partner relationships within and external to an organization; 4) forecast directorate tasker requirements and make data available via Sharepoint or another electronic medium; and 5) gather, analyze and present data relevant to strategic data calls.


Please note: Pay Band DE-03 is equivalent to a GS-12 through GS-13 grade level.

To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
