Summary

As a Program Specialist, you will aid Assisted Acquisition program business development and expansion of the Office of Travel, Employee Relocation and Transportation (QMC) customer base and services to sustain a financially sustainable program.

Help

  • Directs and executes, on a government-wide basis, all operational functions as they relate to the QMC Assisted Acquisition Business Opportunities. Assembles and manages a network of stakeholders within QMC/QMA and across Federal agencies to execute business opportunities and execute business services related to assisted acquisitions.

  • Performs a broad range of highly complex analysis to assess customer needs and to develop options and creative solutions for customers, which may necessitate the incorporation of multiple technologies and diverse platforms.
  • Schedules necessary engagement and meetings internal and external to QMC, ensures acquisition and project targets are met, analyzes current environment and identifies areas for process
    improvements.

  • Analyzes and assess customer requests to determine specific needs. Conducts coordination with respective agencies to determine and document agency requirements.

  • Assist customers and QMC/QMA team members to develop short/long-range plans for technical service requirements and assists with acquisition planning for Federal Government agencies within the
    area of responsibility.

  • Serve a one year probationary period, if required.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience applying knowledge of agency/organizational policies and programs to develop, manage or implement internal and external communications programs and/or strategies; utilize analytical techniques to assess program development and execution; and cultivate high level customer/client relationships.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of organizational and management principles, techniques, theories, practices and policies to address a variety of management and organizational problems, provide expert advice and recommendations.
  • Skill in identifying problem areas, conducting extensive research, evaluating complex technical data, and making decisions or recommendations of a highly critical nature.

  • Ability to determine customer agency network service and integrated information technology needs and ability to develop unique technical packages to meet the needs of a variety of customers.

  • Skill in making formal presentations to present team findings. Ability to synthesize information and prepare written technical reports.

  • Knowledge of business management tools such as finance, accounting, and strategic planning needed to produce business development plans. Knowledge of policy and planning concepts and practices, project methodologies, and advanced applications tools and technologies to develop solutions to a wide range of complex management problems.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
