Duties

Help

DUTY 1:
Serves as a Senior Program Analyst and advisor to Mission Partner Capabilities Office (MPCO) leadership on matters relating to integrated planning, assessments, and analyses for Enterprise Mission Partner Environment (MPE) capabilities.

DUTY 2:
Serves as a Change Agent for strategic planning and / or operational expertise for employment of DoD MPE Enterprise capabilities.

DUTY 3:
Serves as Subject Matter Expert in developing strategic planning processes and providing advice and assistance to MPCO leadership regarding programs, policy and modernization efforts required to effectively meet current and long-range program goals and objectives.

DUTY 4:
Represents SAF/CDMX at Air Force, Office of the Undersecretary of Defense for Intelligence (OUSD(I)), the Joint Staff, Combatant Commands, other Services, Interagency government organizations, and other stakeholders' meetings, working groups, and conferences.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a mastery of one or more professional or administrative fields; complete understanding of the SAF/CDM mission and strategies as related to program development and exploration across DoD and the Defense Intelligence Enterprise; expert knowledge of advanced analytic theories, principles, concepts, standards, and methods; extensive knowledge of Department of Defense (DoD) joint planning processes, doctrine, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of contingency military planning, the DoD Joint Planning Process (JPP), and the Military Decision-Making Process (MDMP). Extensive knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Joint Staff, Air Force, and other entities that govern, interface with, and/or consume Enterprise MPE capabilities.
2. Extensive knowledge and experience with the mission, charter, roles and responsibilities of the strategic planning community and the interrelationships of its customers in the Joint Staff, the Combatant Commands, the Services, and stakeholders in OUSD(I), OUSD(P) and DOD CIO.
3. Extensive knowledge of USAF and DoD Intelligence Community organizations, policies, and directives to plan, understand and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities, as well as maintain specific knowledge of the duties and responsibilities of each of the Directorates to adequately provide support.
4. Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
5. Knowledge in strategic planning, with knowledge and functional experience in complex strategic projects to include data analysis, risk management, setting and evaluating performance measures, developing long-range strategic plans that align to organizational and mission priorities.
6. Comprehensive skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

2. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
