Vacancies will be filled in the following specialty areas:
Communication and Liaison Legislative Affairs, Office of Legislative Affairs, National Congressional Affairs Branch

The following are the duties of this position at the full working level.

  • Facilitates legislative and non-legislative relations between the IRS and Congress in conjunction with the National Director for Legislative Affairs. This is accomplished by maintaining continuing liaison with key Congressional committees and their staffs. Furnishes authoritative information regarding IRS policies, programs, operations, and activities. Formulates and implements a comprehensive plan to carry out Legislative
    Affairs initiatives, elevates successful initiatives for broader implementation. Adapts Legislative Affairs initiatives Congressional committee's preferences, priorities, and available resources to accomplish agency objectives. Evaluates the effectiveness of ongoing initiatives in achieving Service goals and identifies and implements changes needed to improve effectiveness, and/or communicates needed modifications to
    responsible functions. 25%
  • Oversees preparation for and follow-up to Congressional hearings. Oversees the preparation by business units throughout the IRS of testimony and briefing materials for Congressional hearings. Determines best strategy for witness preparation based on substance of hearing and ongoing dialogue with Committee staff. Manages the responses to questions submitted to the IRS witnesses after each hearing (Questions for the Record), which includes assigning the questions to the appropriate office, managing clearance, and enforcing deadlines. Plans and carries out feasibility, cost, and other types of comprehensive analytical and evaluative studies of current and contemplated Legislative Affairs operations to ensure accomplishment of the Service's goals. 25%
  • Serves as the contact point on IRS questions, problems, and issues for Congressional committees and their staffs. Provides technical and administrative guidance on Legislative Affairs issues to internal and external customers. Serves as top-level management advisor on complex and sensitive Legislative Affairs issues with senior level IRS officials. Stays abreast of new developments and communicates them to the appropriate IRS or congressional staff. Advises higher level management of local issues with potential nationwide impact. Initiates and maintains regular contact with assigned Congressional committee office(s) to convey IRS corporate messages, such as news releases and information on tax law changes, and to offer help. Coordinates with legislative affairs points of contact throughout the Service to provide informational meetings and briefings and convey key IRS messages. Serves as a team leader or member of multi-functional IRS teams with Legislative Affairs implications. Serves as a coach to less experienced Congressional Liaisons. Identifies complex systemic issues that negatively affect IRS and/or taxpayers and facilitates multifunctional coordination designed to resolve problems/concerns. Serves as a resource for other operating divisions on difficult, complex, or unique issues, such as those involving multifunctional relationships among programs, agencies, organizations, or similar entities. 25%
  • Analyzes congressional inquiries, news reports and other sources to identify developing issues and trends. Reports periodically to Legislative Affairs on substantive contacts with Congressional committee offices. Responds to a broad range of inquiries from Congressional offices regarding IRS policies, programs, processes, and legislative issues. Provides ongoing formal communication, such as disseminating guidance, congressionally mandated reports, and Commissioner correspondence to Congressional committee offices. Independently initiates, plans, and conducts meetings with Congressional committee offices for the purpose of education about IRS programs in their jurisdiction. Identifies, evaluates, and responds to many varied requests from numerous
    congressional offices for technical assistance and information, training, and other types of tax administration assistance and services. Determines the most appropriate operating division officials for meetings and assistance as requested by Congressional committee offices. Manages, coordinates, and integrates legislative affairs with all IRS functional programs, Department of the Treasury, and other Administration offices. Establishes communication network to deliver legislative affairs information to all customers. 25%

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.   • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-14:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Examples of this experience may include: experience serving as a point of contact for Congressional committees and individual member offices to explain an organization's policies and procedures, and responding to inquiries and correspondence regarding an organization's regulatory policies, programs, and actions; leading most aspects of preparation for and follow-up to Congressional hearings; serving as top-level management advisor on complex and sensitive Legislative Affairs issues; analyzing materials such as correspondence, inquiries, news reports and other sources to identify developing issues and trends; Comprehensive experience with oral and written communication techniques to prepare documentation (i.e., talking points, questions for the record, meeting notes, etc.) and professional oral presentations; experience building partnerships with Federal agencies, Congressional staff members and/or committees, and the public at large.
