Summary

This position is located in the Architect of the Capitol (AOC), in the U.S. Capitol Visitor Center (CVC).

The CVC is the public’s front door to the U.S. Capitol, offering tours and education programs as well as supporting congressional events. Our goal is to inform, involve and inspire every visitor to the U.S. Capitol. The CVC has 200 employees across five divisions: Visitor Services, Exhibits and Education, Retail, Communications and Marketing, and Planning, Operations and Evaluation.

The position is in the Architect of the Capitol, Capitol Visitor Center (CVC), Office of the CEO for Visitor Services, Planning, Evaluation and Operations Division. This project management position will lead a broad range of projects, in support of the CVC strategic plan. The successful candidate will be able to problem solve, increase efficiencies and drive results for the wide variety of projects.

The Program and Management Analyst will manage multiple full cycle projects, cross-divisional working groups, oversee contractors, and write and present the findings to peers and management.  In addition, the person in this position will analyze and develop data to determine the cost/benefit analysis of operational programs and advise on the potential benefits/uses of additional automation to improve the efficiency and effectiveness of administrative support or program activities.

The individual selected for this position will also:

  • Research and investigate new or improved best business and management practices for application to the Capitol Visitor Center (CVC) programs or operations.  Develop procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems, such as those designed to prevent waste, loss, unauthorized use or misappropriation of assets.
  • Identify resources (staff, funding, or equipment) required to support varied levels of program operations.  Analyze and present findings of visitor feedback surveys and recommends changes or improvements in organization, work methods, and procedures. Lead the development and execution of the CVC 5-year strategic plan to include leading working groups such as the Technology Integrated Project team. Ensure that the operations of the business are in line with the organization’s strategic vision and that the plan milestones are met to reach the stated goals. Build liaison relationships and is the point of contact for diverse CVC partners. Work with prominent institutions such as the Smithsonian Institution to provide data analytics, information sharing and best practices.
  • Act as COTR, oversee contractors and write Statements of Work (SOW) and Request for Proposal (RFP).
  • Write, edit and develop standard operating procedures, new or modified policies, goals and objectives.
  • Serve as a super user for CVC specific technology systems and leading Integrated Project teams.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes:

  • Managing multiple full cycle projects including cross-divisional working groups and overseeing contractors; 
  • Conducting qualitative and quantitative analyses to assess and improve program effectiveness and efficiency;
  • Developing and implementing program policies and procedures;
  • Creating written presentations and communicating findings and recommendations orally; and
  • Serving as Contracting Officer's Technical Representative (COTR) or equivalent.
