About the Position:

This position is a Community Counseling Licensed Clinical Social Worker (LCSW) Supervisor (non-medical) and functions as an on-site Supervisory Counselor in mission support of programs across assigned areas of responsibility. This position has technical oversight responsibility for all aspects of the counseling program (non-medical) and provides general supervision of non-medical counseling subordinates and assures execution of the non-medical counseling program.

Duties

Help
  • Senior Social worker provides leadership, direction, and supervisory technical oversight of the community counseling program.
  • Develop performance plans, assess performance based on established goals and expectations, and rates employees.
  • Conduct regular consultation sessions with counselors to review cases, offer guidance on complex situations, and ensure the quality of services.
  • Function in an independently licensed non-medical capacity, utilizing evidence-based principles, theories, and techniques for the purpose of understanding, preventing, and promoting the overall wellbeing and personal development.
  • Non-medical counseling may include after hours on call services, wellness checks, on the spot de-escalation support, and assistance in a crisis providing initial support and conducting a warm handoff.
  • Promote mental health awareness through community engagement and partnerships with other military and community organizations.
  • Provide trainings to staff on best practices of program integration and products.
  • The position involves overseeing multiple critical aspects of the non-medical counseling program, encompassing non-medical counseling services, outreach, psycho-educational presentations, and on-site supervision.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes managing and coordinating a medical or non-medical counseling program or service on a military installation. Specialized program experience includes the full range of prevention, community education and screening, assessments, and confidential non-medical counseling services. Possesses liaison experience with other Federal agencies and/or with State or local community services.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Basic Education Requirement: Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work.

Licensure/Certification:

  • When the state or U.S. territory licensing or certification requirements include a written examination, candidates for credentialing, must have achieved a passing score on that examination.
  • Incumbent must sustain current competency to practice at the independent (TIER III) level.
  • This position complies with requirements of Public Law 101-647 Section 231(Crime Control Act of 1990), DoDI 1402.05 and for non-appropriated fund, Army Regulation (AR) 215-3. Tier III (Clinical Practitioner) requirements with certification in supervision.
  • Government civilian providers must meet all applicable credentialing requirements IAW guidelines and be fully qualified to perform within the scope of their practice.

Education

  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
