Summary

Office of Civil Liberties, Privacy and Transparency (CLPT) leads the IC in its efforts towards greater openness and accountability. CLPT leads the integration of civil liberties and privacy protections into the activities of the Intelligence Community (IC). CLPT is also responsible for institutionalizing the Principles of Transparency for the IC. CLPT also champions the Principles of Professional Ethics for the IC : Mission, Truth, Lawfulness, Integrity, Stewardship, Excellence and Diversity.

Duties

Help

Engage and influence key stakeholders to support the ODNl's Key objectives.

Direct and oversee national intelligence issues related to the area of responsibility, set collection, analysis and Intelligence operations priorities that has an impact on IC, ODNI, directorates or components, or external partners.

Develop and sustained engagement with the IC CLPO community which have varying levels of maturity across the 18 IC elements;

Sustained engagement with the White House and the Federal Privacy Council on the work of the IC CLPO community;

Conduct extensive international outreach to European Data Protection Authorities to explain the key role of the independent CLPO's function to provide oversight and redress under the Data Privacy Framework (DPF - Executive Order 14086);

Identification and development of international counterparts in foreign partner organizations to ensure national security voices are heard at international fora focusing on privacy and cross data border flows.

Currently, we are working with State, Commerce, DOJ on the Organization of Economic Cooperation and Development (OECD) on next steps for work on the Trusted Government Access Principles as well as support to Cross Boarder Privacy Rules (CBPR) for transferring data between like-minded democracies.

Extensive focus on commercially available information (CAl) and Artificial Intelligence, the work is expected to increase further.

Qualifications

Mandatory Requirements:

While the technical portion of the team is being accomplished, CLPT needs a more senior individual to manage and administratively take care of the group's personnel.

CLPT require a SNIS Staff Director who understands ODNI practices will enable CLPT to better recruit and retain a high performing team.

Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a collaborative environment.

Experience working with overseas DNI representatives and in maintaining effective working relationships with key IC mission centers and components.

Familiarity with official policy pertaining to foreign intelligence relationships.

Superior ability to communicate complex information clearly and concisely to diverse audiences.

Experience leading a high performing team and overseeing interagency collaboration on complex projects.

Please have at least 5-years experience working in the IC.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
