Summary

This position is located in the Indian Health Service (IHS), Office of Information Technology (OIT), Division of Health Information Technology and Modernization (DHITMO), Rockville, MD. DHITMO is responsible for all aspects of various Health Information Technology (HIT) modernization initiatives and the full lifecycle of comprehensive support services that accompany major agency HIT investments. This position is remote. This position reports to the DHITMO Deployment Manager, DHITMO Director.

  • Exhibits the four levels of thinking, event, pattern, structure, and mental model, that
    contribute to the systems thinking approach necessary to realize how all of the pieces in
    a given system come together to be more than the sum of its parts.
  • Transforms various inputs in actionable functional and non-functional requirements to
    ensure the system under development meets the needs of its users and stakeholders in
    an efficient, cost effective manner that is compliant with any applicable regulation or
    standard.
  • Conducts research and prepares reports on issues related to agency information systems
    and technology, and makes recommendations for improvements.
  • Informs and communicates to management the status, progress, and results obtained
    throughout the lifecycle of assigned IT projects.
  • Provides leadership that facilitates team building, cooperation and motivates team
    members to accomplish group goals.
  • Collaborates with agency staff, contractors, and vendors to ensure that information
    systems meet requirements for functionality, performance, and security.
  • Develops and implements policies, procedures, and standards for the acquisition,
    development, and operation of Agency information systems. Evaluates proposed
    rulemaking for health information technology and identifies impact to existing agency
    operations.
  • Plans, designs, develops, tests, validates, and maintains interfaces between the commercial EHR system and external systems to ensure seamless data exchange and interoperability.
  • Assists with issues resolution related to infrastructure, networks, servers, end user devices,
    database management software, operating systems, and/or business application
    software systems.
  • Creates and conducts testing and validation processes and procedures to ensure systems
    meet all performance and reliability requirements.

Experience

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience for GS-13: Positions require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include:
  1. Experience leading or serving on a team responsible for the planning and coordinating in the installation, configuration, maintenance, and upgrade of enterprise-wide Information Technology projects, systems and/or initiatives.
  2. Experience associated with interfacing commercial Electronic Health Record (EHR) with external systems such as accounting, scheduling, mailing, billing, and other administrative applications.
  3. Experience developing, maintaining, and enhancing interfaces between commercial Electronic Health Records (EHR) and external systems to provide system inter-operability while adhering to statutory, functional, and non-functional requirement
Time In Grade

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
