Summary

The position is located within the Climate Change Program Office (CCPO), Office of Energy and Environmental Policy (OEEP), Office of Chief Economist (OCE), U.S. Department of Agriculture (USDA). The CCPO coordinates agricultural, rural, and forestry-related climate change program and policy issues across USDA. This position will serve as the Climate Hub Coordinator and support activities across the ten USDA Regional Climate Hubs and the Department's International Climate Hub.

Duties

Help
  • Plans and carries out a wide variety of tasks focused on writing climate change assessments, conducting outreach.
  • Prepares scientific, technical, and other data that requires a high level of scientific, technical and economic understanding.
  • Responsible for technical and scientific coordination of the Regional Climate Change Hubs program.
  • Develops background information on programs, policies, and internal/external issues to maintain continuity of operations.
  • Develop operational/communication systems to ensure that informational requests from Congress, USDA, and other source.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including Basic Requirements and Minimum Qualification Requirements, as defined below.

Basic Requirements:This interdisciplinary position may be filled in any one of the three (3) occupational series being advertised. In addition to meeting the Minimum Qualification Requirements outlined in the following section, applicants MUST meet at least one of the following occupational series' requirements:

A. Economist Series, 0110

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

B. General Natural Resources Management and Biological Sciences, 0401 Series

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position

OR

Combination of education and experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education.

C. General Physical Science Series, 1301

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience: education equivalent to one of the majors, as shown above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Minimum Qualification Requirements: In addition to meeting at least one of the Basic Requirements outlined above, applicants must also meet the specialized experience and/or education requirements shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements.

For the GS-11 level

Specialized Experience: Applicants must have one year of specialized experience comparable (at or equivalent) to the GS-09 level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience researching and interpreting the latest climate research and synthesizing it into easy to understand documents/outputs for a variety of audiences; experience researching, interpreting and contributing to the science via peer reviewed article publication, writing white papers, and/or serving as an editor for special issues.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a field of study directly related to the work of this position. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Equivalent combinations of education and experience are qualifying for this grade level.

For the GS-12 level

Specialized Experience:Applicants must have one year of specialized experience comparable (at or equivalent) to the GS-11 level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing major environmental and policy issues surrounding climate change, adaptation, economics and mitigation, researching and analyzing the nature and scope of climate change laws, regulations, precedents, and national and regional policies and applying that knowledge to the administration of climate change program goals and objectives.

For the GS-13 level

Specialized Experience: Applicants must have one year of specialized experience comparable (at or equivalent) to the GS-12 level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience coordinating the research and analysis of scientific and technical data to include major environmental and policy issues surrounding climate change, adaptation, economics and mitigation; writing climate change assessments; communicating scientific information and technical data on climate impacts to a variety of audiences through oral presentations and written reports; and monitoring and updating professional, scientific social media sites.
