Summary

This position is located in the Ecological Sciences staff State Office, National Resources Conservation Service (NRCS), U.S. Department of Agriculture (USDA). The primary purpose of this position is to serve as a water quality specialist responsible for providing technical guidance and assistance for the rural and urban water quality phase of conservation in the state.

Duties

Help
  • Responsible for developing technical standards and specifications, technical guides and/or reference materials, methodology, procedures, and policy for use in incorporating water quality control into soil and water conservation programs.
  • Determine the need for, develops, and maintains necessary technical and administrative records and prepares required regular and special reports.
  • Identify needs and provides technical assistance and guidance to area and field office staffs in the development and implementation of all water quality activities in rural and urban settings.
  • Keep up on the latest developments and techniques for solving nonpoint source water quality problems, participates in technical conferences, and presents results of ongoing water quality efforts in meetings with other agencies and organizations.
  • Physical Demands: The ability to travel by truck and car. Frequent visits to remote demonstration sites and farms will require walking, climbing, stooping, and bending. Extreme hot and cold weather conditions are possible.
  • Work Environment: Work is performed both in the field and in an office environment. There is some travel required to water quality projects, training sessions, and direct field assistance trips.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement.

Basic Requirement:

Degree: Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.)

OR

Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts.)

In addition to meeting one of the Basic Education Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

To qualify at the GS-11 grade level, you must meet the following:

Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:

  1. Collaborating with other agencies and organizations to address water quality concerns;
  2. Providing field training in the water quality phase of conservation programs to all personnel and other cooperating agency personnel;
  3. Preparing information and educational material pertaining to water quality for line officers, state staff and others; and
  4. Recommending water quality control strategies and potential deficiencies.

OR

Education: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. (You MUST submit supporting academic transcripts.)

OR

Combination:
Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience. To qualify at the GS-12 grade level, you must meet the following:

  1. Developing field training in the water quality phase of conservation programs for area and field office personnel and other cooperating agency personnel;
  2. Participating in the development of processes and procedures for incorporating water quality control into soil and water conservation programs;
  3. Assisting in coordinating water quality aspects of conservation with other technical phases such as biology, forestry, grassland management, agronomy, soil science, engineering, geology, and economics; and
  4. Providing technical advice to all staff regarding the development and/or implementation of water quality activities in rural and urban settings.

This position may be eligible for telework within the local commuting area of the position and other flexible work arrangements. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
