Summary

As a Property and Project Manager, you will responsible for the oversight, monitoring and administration of government property located at a diverse array of government and/or contractor facilities supporting acquisitions.

Location of position: Chandler, AZ

The position is in GSA, Office of Assisted Acquisition Services (AAS), Acquisition and Procurement Center of Excellence (APEX).

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Duties include but are not limited to:

  • Serves as Property Liaison and subject matter senior expert in the planning phase to ensure customer service needs are addressed. Ensures government furnished property (GFP) is in accordance with the Contract/Task Order (C/TO).
  • Performs physical inventories and site surveys of the contractor facilities to ensure government contract property is properly acquired, maintained, stored, and secured per customer requirements. Plans and implements the property management system (PMS) for assigned contractors and for the continuous surveillance /evaluation of the assigned contractors' property control systems.
  • Monitors contractor performance to ensure compliance with project management plan, Contract/Task Order (C/TO), and compliance with pertinent regulation; develops and maintains productive partnerships with industry partners to facilitate satisfaction of C/TO requirements; and proactively schedules and tracks deliverables. Ensures all products and services meet quality standards and are delivered to customers within budget.
  • Resolves complex problems collaboratively with government customers and contractors.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  You must be granted this clearance before you can start the job.
  • Security Clearance: This position will be at the T5 Special Sensitive High-Risk and will require the selectee to undergo a more extensive background check for a Top Secret clearance. 
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Meet the minimum age limit
  • Any applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.
  • The incumbent of this position MAY be subject to drug testing.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is providing property management, acquisition management, customer service, and complex project management services including: performing physical inventories and site surveys; planning, implementing, and analyzing property management systems; providing technical and acquisition advice and expertise; performing contract administration and procurement tasks including monitoring contractor performance; formulating and executing budget and project schedules; identifying and resolving acquisition and property management problems/issues; and resolving complex problems with multiple project stakeholders, government customers, and contractors.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Expert knowledge of business and industrial practices, procedures, and systems for the management and control of government-owned property.
  • Knowledge of industrial equipment, machinery, tools, materials, or other items of personal or real property and general knowledge of the laws and regulations pertaining to the acquisition and use of professional services in the federal government.
  • Mastery knowledge in technical, legal or procedural changes in property administration policy relative to property accounting, control, management and reporting of government-owned property.
  • Expert skill in property management to provide reasonable assurance that controls are in compliance with applicable laws, and that funds, property, and other assets are safeguarded against waste, loss, unauthorized use, or misappropriation.
  • Comprehensive knowledge of contract management practices and techniques used in contract administration to develop policies and provide guidance to contract property administration.
  • Expert knowledge of acquisition and project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
  • Expert knowledge to analyze, formulate and implement policies and procedures for the acquisition, management and surveillance of government-owned property in the control of contractors under contracts with the Department of Defense and other government agencies.
  • Expert skill in communicating complex ideas in writing; verbal skills to communicate effectively with high level government and civilian officials on highly technical matters.
  • Expert skill in resolving problems and developing guidelines, regulations and policies pertaining to contract property administration.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
