This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF) (Title 5), Position Description Number T5668000 and is part of the AR ARNG JOINT FORCE HQ AR, National Guard.
1. Serves as the BDE Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the BDE CDR. Establishes sexual assault reporting process and accomplishes documentation for the BDE program while coordinating and collaborating with the State SAPR and subsidiary BDE's within the State. Advises and provides direction to BDE personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the BDE CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Develops BDE plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines. Executes budget geared to the BDE population and organization to address sexual assault prevention and response. Constructs and/or adjusts the BDE plans, milestones, and evaluation measures (including metrics) to garner success in meeting goals and objectives. Creates and implements a communication strategy to expand awareness and knowledge of reporting options for sexual assault at the BDE. Presents opportunities for command emphasis on core values and positive behavior. Evaluates procedures, results, relationships, and interactions to accomplish quality improvements and improve mission accomplishment. Seeks, analyzes, and documents input about the program and up channels recommendations for modifications to appropriate stakeholders including the BDE CDR and State SAPR PM. Recruits, screens, interviews, and coordinates appointment of full-time SAPR Victim Advocates (VAs). Assists Commanders to recruit, screen, interview, and coordinate appointment of Battalion collateral duty SAPR VAs. Deliver and/or arranges initial and ongoing training and continuing education units of full-time VAs and Battalion collateral duty VAs. Guarantees victim advocates are credentialed via DOD Sexual Assault Advocate Certification Program (D-SAACP). Assesses full-time VAs and Battalion collateral duty VAs level of knowledge and performance; conduct or coordinate additional training as needed. Confirms full time VAs and Battalion collateral duty VAs are knowledgeable in DOD and NGB SAPR policies, understand unauthorized disclosures of confidential communication, and requirement for sensitivity and protection of victim privacy. Coordinates with the State SAPR for performance related issues and concerns to include suspension and revocation of full-time VAs and Battalion collateral duty VAs credentials' as applicable and IAW DoD and NGB policy. Utilizes Defense Sexual Assault Incident Database (DSAID) for case management and accountability as required by DOD and NGB policy. Enters and manages all BDE SAPR incidents in DSAID IAW DOD and NGB policies and procedures. Ensures that final case disposition forms are completed and routed in accordance with current guidance prior to case closure. Establish BDE victim advocate recognition program.

Information Assurance Certification is a condition of employment. Per DoD 8570.01-M, the incumbent must achieve the appropriate IA certification within six months of assignment of these duties.

Qualifications
SPECIALIZED EXPERIENCE:
Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

2. Assesses the BDE need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the BDE to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Routinely stays abreast of state-of-the-art training materials, delivery methods, and activities to promote efficient and effective training. Consults on and coordinates activities in other areas of human relation needing secondary prevention efforts. Regularly evaluates the BDE sexual assault climate, programs, response capabilities, core values, and training needs. Conducts and/or assists commanders with accomplishment of mandatory annual SAPR training, commanders/leaders/supervisors, and pre/post deployment training of their unit personnel in accordance with applicable guidance. Delivers and communicates training, policy updates, and program changes for first responders. Serves as focal point for ongoing secondary prevention education and training for all Unit personnel, leadership, and all deploying personnel. Works in concert with the Sexual Violence, Domestic Abuse, and Sexual Harassment Primary Prevention Subject Matter Experts for secondary prevention activities related to sexual violence, domestic abuse, sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm. Collaborates with State SAPR PM, subsidiary BDE SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month.
3. Builds and maintains a BDE response and victim support system which addresses a wide variety of issues and problems. Partners with the JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary BDE SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Cultivates partnerships with civilian resources such as Veterans Affairs, Sexual Assault Nurse Examiner, local law enforcement, community mental health, medical, and crisis centers, and state coalitions. May work directly with The Adjutants General, Assistant to The Adjutants General, State Staff Judge Advocate and Public Affairs Officer to maintain victim support as requested by the State SAPR PM. Guarantees 24/7 response capability and victim advocacy by D-SAACP credentialed personnel. Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs. Confirms that victims are supported and have continuity of care regardless of administrative and/or legal action. Oversees the plan and secures resources for the immediate safety and physical needs of the victim. Publicizes and advertises the local and state SAPR 24/7 response line(s), the DOD Safe Helpline information, and reporting procedures for sexual assaults. Performs warm handoffs to other agencies as needed/requested/required. Assures availability of information on the full range of military and community services available. Ensures that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. Works with the appropriate agencies to keep the victim reasonably informed if prosecution is on-going while coordinating with servicing legal office. Continuously communicates and updates command and the engaged victim care providers of case status, victim's well-being, and barriers to support resources availability. Coordinates continuity of care for transferring and/or separating victims. Collaborates with military and civilian law enforcement and criminal investigative units, Office of Complex Investigations (OCI), and Criminal Investigations Division (CID) to confirm that protocol and procedures for 24-hour victim advocate response, investigative interviews, safety planning, and establishment/modification of safety measures are in place. Coordinates and maintains Memorandums of Understanding (MOU) with appropriate authorities and community resources to promote a desirable standard of care for personnel and route to State SAPR PM for awareness. Maintains up-to-date subject information and references to the various assistance organizations and publishes additional resources to BDE personnel.

EDUCATION:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Knowledge of state sexual assault program administration, policies and practices in order to provide technical assistance to answer questions, solve problems, and explain issues.
Comprehensive knowledge of a wide range of sexual assault prevention and response, executive orders, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault, and to make technical recommendations for decisions in resources and response for sexual assault cases.
Skilled in managing a program, to include organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program which is primarily the amount of the budget and the allocation of part-time victim advocates.
Knowledge of the National Guard organizational structure to include, functional assignments to subordinate organizations, nature of their missions, and work force composition.
Skilled communicator: must have expert speaking and writing skills to perform effective presentations, conduct training seminars, communicate with federal, state and local agencies, and medical facilities.
