Help
  • Performs construction contract administration duties including the review and processing of contract submittals, requests for information, pay requests and contract modifications.
  • Duties include documenting construction activities in daily reports and creating meeting minutes and formal contract correspondence for contract record purposes.
  • Uses the Resident Management System (RMS) and the Corps of Engineers Financial Management System (CEFMS) to perform contract admin and financial management functions.
  • Performs construction contract setup of newly awarded contracts and regular audits of Area/Resident office projects in RMS assuring data accuracy and quality.
  • Performs occasional construction site visits to verify contractor pay estimates, investigate on-site conditions related to contract modifications/disputes, and perform labor interviews.
  • Develops scope of work and cost estimates in support of the modification process.
  • Serves as timekeeper, Office Training Coordinator, and TDY Travel Coordinator processing related travel orders and vouchers.
  • Serves as alternate hand receipt holder for assigned office property maintaining documentation and conducing annual property inventories. Manages office Government Purchase Card (GPC) for supplies and services.
  • A GP cardholder's responsibility includes, but is not limited to: screen for mandatory sources; obtain all required pre-purchase approvals; use the card to purchase and or pay for official supplies and services.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to complete the required initial training to obtain and maintain a Government Purchase Card (GPC) within 12 months of being appointed.
  • Incumbent is required to travel/perform Temporary Duty (TDY) 5% of the time.

Qualifications

Position may be filled as a term appointment NTE 5 years, may be extended up to the maximum of 8 years. If a permanent federal employee applies and is selected, the employee will forfeit their permanent status and becomes subject to the provisions of the term appointment. Permanent employees who accept a time limited appointment will not have placement rights to the previously held permanent position at the end of the time limited appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-06 Specialized Experience: One year of specialized experience which includes: Utilizing financial management systems to submit pay requests or process contract submittals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

GS-07 Specialized Experience: One year of specialized experience which includes: 1) Utilizing financial management systems to submit pay requests or process contract submittals; AND 2) Creating reports on the daily progress of construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

OR

Education: One full year of graduate level education in a field directly related to the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
