Summary

As a Supervisory Acquisition Program Manager, you will perform a wide variety of training and/or organizational development assignments in the form of courses, projects, tasks, and/or initiatives.

Location of position:  This is a REMOTE position in GSA's Office of Human Resources Management, Acquisition Talent Development Program Office

As a Supervisory Acquisition Program Manager, you will perform the following duties:

  • Provide project/program management over the full project lifecycle process, including requirements gathering through design and implementation. Consult with stakeholders to identify, define and implement solutions from the customer/stakeholder and overall enterprise perspectives.
  • Provide technical performance oversight of the program assignments. Manage, track, and report on the costs, technical performance, and timeliness of program projects in accordance with GSA standards and business models. Serve as an advisor to program managers for analysis and planning. Provide overall leadership and technical direction for program teams.
  • Plan work schedules, to assure an even flow and distribution of work; make changes in organization of work or assignment of functions to staff to improve workflow and productivity. Formulate and issue verbal guidance or written instructions and procedures for routine, non-routine or complex assignments. Give advice, counsel and/or instructions to employees on both work and administrative matters. Identify developmental and training needs of employees, provide or arrange for needed development or training.
  • Establish and maintain critical relationships with other organizations within GSA, headquarters of other Federal agencies, and other stakeholders. Effectively advocate Acquisition Talent Development (ATD) interests in all relationships, persuade others to accommodate GSA interests and methods, and establish new business partnerships. Represent ATD Program management in top-level meetings on matters involved. Develop and maintain close working relationships in order to maximize collaboration and program success.

The GS-13 salary range starts at $103,409 per year.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience supervising and/or managing a branch, section or organization that included strategic planning, operations management, business development, and service delivery. Experience must include managing annual programmatic plans/schedules and budget plans for successful execution of an entry level learning and development program, initiative, and/or activity.

You will be evaluated for this job based on how well you meet the qualifications above.

  1. Ability to provide expertise in program management, professional development, and training by developing, managing, and analyzing entry level learning and development activities and functions and their effectiveness towards meeting the program's mission.
  2. Ability to exercise full discretion with regard to methods, procedures, and approaches for accomplishment of mission execution goals.
  3. Ability to plan, organize, execute monitoring, and evaluate people, performance, and program requirements.
  4. Skill in leadership necessary to successfully guide and direct a diverse group of individuals toward the accomplishment of program goals and objectives.
  5. Ability to establish working relationships with individuals at all levels of an organization in order to manage stakeholder communications, and to develop and persuasively communicate solutions to technical and complex programmatic issues.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
