Summary

This position is located at Departmental Offices, Terrorism and Financial Intelligence-Intelligence and Analysis(OIA). OIA provides intelligence and research support to senior Treasury officials concerning threats to the national security, foreign policy, or economy of the US that can be impacted by Treasury authorities and actions. As an Intelligence Research Specialist, you will conduct research and analysis and produce finished intelligence products in support of OIA's primary mission.

Help

Pursuant to 50 USC 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Intelligence Research Specialist (Intelligence Analyst), you will:

  • Perform a broad range of analytical and short-suspense assignments involving economic, financial, and all-source intelligence analysis.
  • Identify information gaps and intelligence requirements.
  • Provide verbal, written, and graphical presentation of results to Treasury, Intelligence Community, U.S. Government interagency, private sector, and foreign government audiences.
  • Represent the organization at Intelligence Community, private sector, and interagency meetings as an expert in the assigned functional or geographical area and may be required to travel both domestically and abroad.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-12: You must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes AT LEAST 3 of the following:

  • Experience conducting research and analysis and preparing finished intelligence products on national security, intelligence, economics, sanctions, banking, financial networks, terrorism or terrorist finance topics; OR
  • Experience preparing intelligence-based analytical assessments and presenting research findings to senior level management; OR
  • Experience performing analytical assignments involving economic, financial, and all-source intelligence analysis on the structure and operations of foreign terrorist groups, WMD proliferators, criminal financial networks, or other entities posing a threat to US national security; OR
  • Experience researching, structuring, and integrating intelligence data with other financial and economic data to generate integrated and coherent analysis; OR
  • Experience conducting macroeconomic, trade, direct foreign investment, debt sustainability, exchange rate, financial, energy and/or other industry-focused analysis; OR
  • Experience in providing intelligence briefing and/or intelligence support to customers; OR
  • Experience using economic and/or financial data, in combination with forecasts and other economic and financial reporting, to generate coherent analysis.

Specialized experience for the GS-11:You must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes AT LEAST 2 of the following:
  • Experience analyzing and interpreting data and preparing reports on financial-, banking operations- or economic-related topics; OR
  • Experience preparing reports on national security, intelligence, economics or sanctions-related topics; OR
  • Experience preparing focused analytical assessments; OR
  • Experience researching transactional, statistical, budgetary, or other quantitative sets and using data software programs to analyze collection results; OR
  • Experience researching the operations, practices and/or support structures of financial networks; OR
  • Experience researching terrorism, intelligence or sanctions-related topics; OR
  • Experience researching macroeconomics, trade, foreign direct investment, debt sustainability, exchange rate, finance, energy or other industries; OR
  • Experience in economic policy, international or development economics, finance or financial markets.
OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree, if related or 3 full years of progressively higher level graduate education leading to such a degree, if related or LL.M., if related, in an accredited college or university;
OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes AT LEAST 2 of the following:
  • Experience analyzing and interpreting large data sets using data software programs; OR
  • Experience preparing focused analytical assessments, briefs or memos; OR
  • Experience preparing reports on national security, intelligence, economics or sanctions-related topics; OR
  • Experience researching transactional, statistical, budgetary, or other quantitative data; OR
  • Experience creating models, surveys or algorithms using data software programs to analyze data collection results; OR
  • Experience reading and using macroeconomic data, economic reports, and/or industry studies; OR
  • Experience in economic policy, international or development economics, or finance and financial markets.
OR
You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, if related or 2 full years of progressively higher-level graduate education leading to such a degree, if related or LL.B. or J.D., if related.;
OR
You may qualify by a combination of successfully completed graduate level education and specialized experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours may be combined with experience.

(*Note: If you are qualifying using education and you are within 9 months of graduating you may tentatively qualify. However, you must graduate and/or meet all qualification requirements prior to being appointed to the position.)

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:
