This position is located in the Architect of the Capitol (AOC), Office of the Chief Financial Officer (OCFO), Data Business Intelligence Division (DBID), Financial Systems Branch (FSB). FSB is responsible for maintaining AOC’s Financial Management System (FMS) Momentum® Financials, Maximo Inventory Control System (ICS), related AOC financial systems, and the development and implementation of the Robotic Process Automation (RPA) program.

Duties

Help

Oversees the development and implementation of AOCs RPA program which include developing and implementing training programs on automation best practices, tools and techniques tailored to the needs of AOC to guide staff through the automation development lifecycle. Program lifecycle initiatives include the gathering of requirements and process capture and the development and maintenance of the automations.

Responsible for maturing AOC’s RPA Center of Excellence to ensure alignment with AOC’s strategic goals. Enhances RPA Governance and System Development Life Cycle (SDLC) efforts maintaining compliance with industry best practices and regulatory requirements with an emphasis on automation. Leads cross-functional teams in the planning, execution and monitoring of the RPA program and automation projects. Ensures program and project compliance with regulatory requirements and internal polices related to data security. Tracks licensing and handles annual renewals and new license purchases as required.

Provides FMS support and assists with related implementations and maintenance issues for AOCs instances of Momentum® Financials (FMS) and Maximo® (ICS). Oversees implementation of interfaces with supply ordering, inventory management, contract management, budget and 

payroll systems. Recommends system modifications to comply with the requirements of new or changed legislation and AOC policies. Performs overall system analysis and provides expert advice on FMS policy development.

Develops processes for data validation at data input sources. Ensures retention of data source identifiers in support of internal control and audit processes.

Serves as a team lead for testing modifications of financial information systems which include all management information systems involving expenditures of funds. Serves as liaison with OCFO divisions, the Office of the Chief Administrative Officer/Information Technology Division, and as a system subject matter expert for AOC Office and Jurisdictions.

Serves as a Contracting Officer’s Representative (COR) for the Analysis and Reporting Branch to ensure accurate and adequate oversight of contractor performance according to contract requirements. Performs timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations. Ensures that projects are effectively inspected, monitored, controlled and evaluated within timeliness, cost and performance conditions. Assists in the implementation of scope changes to the contract once approved in writing by the Contracting Officer on the Government’s behalf when appropriate. Reviews completed work, evaluates quality, and recommends acceptance or rejection of completed work to the Contracting Officer prior to any payment.

 The incumbent is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized Experience is defined as having experience in (3) of the (4) the following: (1) Serving as an agency’s principle advisor on budgetary matters and interpretation of policies, regulations, and laws related to the federal budget process; (2) Utilizing principles, policies, regulations and procedures of budget/financial transactions to evaluate financial data and prepare a variety of reports; (3) Communicating in writing to reflect financial management and budgeting findings and recommendations to top management officials; (4) Conducting reviews and/or audits of financial programs to ensure expenditure of funds in accordance with regulatory or legal requirements.
