This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS 12 grade Step 1 to the highest equivalent GS 13 grade step 10 in the broadband.

Duties

Help
  • Performs analysis of Department of the Army and Human Capital programs, policies, and processes.
  • Serves as point of contact for conducting extensive reviews and analyses of acquisition workforce data in CAPPMIS on a continuing basis.
  • Prepares and presents briefings to senior leadership on the status of Army-wide acquisition workforce and corps data, requirements, and trends at any given time.
  • Maintains currency in operations research/systems analysis methods and theories through review of technical literature, seminars, conferences, self-development, and formal training.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst:

Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) Use operations research techniques to conduct analysis, such as statistical analysis, graphical analysis, simulation, cost-benefit analysis, decision analysis, and optimization to assess human capital data relating to the Acquisition Workforce. 2) Coordinate information requirements usually involving career development information needed for career management of the Army Acquisition Workforce (AAW). 3) Assist with the conduct of on/offsite in-process reviews for efforts on a formal and/or impromptu basis to enable improved analysis.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02.
