Duties

Help

  • Designs, implements, and reviews activity plans. The incumbent uses own initiative to design and implement a variety of activity plans to stimulate and sustain the interest of children and to contribute to their social, emotional, cognitive, and physical development.
  • Observes and evaluates each child's health and development and reports on and maintains records of observations. Participates in conferences with parents and program assistants.
  • Prepares and implements specialized programs for children with special needs, i.e., children with disciplinary problems, learning disabilities, or gifted children.
  • Provides technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects.

  • The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade NJ-01, (GS-4), or equivalent in other pay systems. Examples of specialized experience includes experience in child development or school age program developing activity plans to stimulate and sustain the interest of children in age appropriate groups and ensuring compliance with child development policies, regulations, procedures and processes.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

OR
EDUCATION:
Have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of official transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Combination of education and experience as described in the job opportunity announcement and education. NOTE: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Child Development regulations, procedures, and processes.
  2. Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.
  3. Knowledge of Child Development Center regulations, programs, and operations.
  4. Ability to develop creative and innovative activity and special program plans.
  5. Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing.
  6. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
