Summary

As a Realty Specialist (LCO), you will manage complex and high risk lease acquisition projects across the division.

Location of position: PBS, San Francisco, Los Angeles, San Diego, CA

The Real Estate Acquisition Division is responsible to assist federal agencies in accomplishing their missions by providing timely space delivery, at best value, superior workplace solutions and lease acquisition services.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties include, but are not limited to:

  • The incumbent is required to obtain and maintain a warrant at the level required by the assigned Region. Accordingly, the incumbent will be required to complete the training, on the job training, and education necessary to obtain Leasing Certification Program certification at a level consistent with the assigned warrant level.
  • Conducts/manages necessary interactions with real estate industry professionals to develop, oversee, and/or execute the most complex realty projects. Incorporates creative approaches to execute solutions to highly complex customer business and workspace needs. Manages highly complex realty projects, such as acquisitions involving large blocks of space coupled with complex relocation issues with property management issues requiring extensive coordination to deal with large numbers of diverse property owners and with conflicts between clients and State, local or Federal authorities. Works with personnel in various disciplines including but not limited to project development, building management, realty, engineering and · architecture, construction, contracting, lease budget and finance, security, quality assurance, environmental, historic preservation, valuation, and business and government management.
  • Conducts market surveys, market rent analyses and building inspections drafts requests for lease proposals, cost and price analyses, financial evaluation of offers, lease documents and required accompanying documentation for real estate transactions participates in negotiating lease terms and conditions. Prepares and maintains current acquisition plans, strategies, appropriate milestone charts, and schedules. Ensures lessor's compliance with legal requirements related to the lease parameters. Prepares and works protest defense, claims of assigned projects, and defends actions and decisions to the General Accounting Office, the GSA Board of Contract Appeals and the Courts. Anticipates and resolves project related 30 problems to the maximum extent possible within vested authority, negotiates the resolution of problems not within the authority of specialists negotiating and administering contracts related to these projects, and develops contingency plans to mitigate the impact of unresolved problems.
  • Applies a firm understanding of the regional market and best practices, applies policy, and revises/updates those procedures as needed for regional distribution. Develops and leads regional implementation efforts of nationally approved standards and practices within the region’s leasing division. Requires the development of new or experimental real estate theories to address emerging lease acquisition theories. Serves/leads Source Selection Lease Procurement and is a voting member on the source selection panels. Provides expert advice on specific tasks and makes available written instructions, reference materials, and relevant background material, maintains current knowledge and answers questions from specialists assigned to the projects.   • Serve on a variety of committees and task forces involving persons internal and external to GSA at a national level. Works with regional and national portfolio management during project formulation and serves as a recognized advisor to project managers in other divisions as needed.

The GS-14 salary range for San Francisco, CA starts at $152,105 per year.

The GS-14 salary range for Los Angeles, CA starts at $142,094 per year. 

The GS-14 salary range for San Diego, CA starts at $139,176 per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.  Specialized experience must demonstrate an expert knowledge and application of Federal, commercial and/or corporate realty laws, regulations, and practices in performing one or more of the following:

(1)  project management or lead responsibility for executing and completing large complex realty projects;

(2) developing and implementing program policy, guidance, or best business practices for lease acquisition; or

(3) developing, managing, administering and/or negotiating contracts for real property.

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA’s. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Ability to acquire and maintain a leasing warrant as well as complete all requirements for the appropriate GSA Leasing Certification Program which includes formal training, experience and completion of either a bachelor's degree or completion of at least 24 semester hours (or equivalent) of business coursework.
  • Expert knowledge of real estate principles and project management principles and related initiatives to apply new theories and standards to problems not susceptible to treatment by accepted and established realty practices.
  • Ability to manage extremely complex, politically sensitive and high-risk projects utilizing expert knowledge of project management principles and tools. Ability to identify and resolve complex and unusual problems involving conflicting requirements.
  • Expert understanding of the real estate market conditions and industry operations to serve as the Realty Specialist, managing project teams tasked to acquire and deliver highly complex space.
  • Knowledge and understanding of transaction management as a business process and how that is interrelated to the ongoing operational processes of requirements and solutions development for highly complex, visible and/or otherwise very sensitive realty or workplace solutions agreements..
  • Knowledge of building operational requirements to understand the feasibility and impact of space moves and alterations.
  • Expert knowledge of the regulation to manage highly complex federally controlled or leased property and to execute other integrated workplace solutions in accordance with governing laws and regulations.
  • Mastery of real estate principles, policies, methodologies, concepts and practices, as well as an expert understanding of the real estate market conditions and industry operations to provide business and project management of the most complex, long range lease projects.
  • In-depth knowledge of cost and price analyses to forecast costs and evaluate prices/offers to determine acquisition strategies and plans and to guide customer understanding of options.
  • Ability to communicate effectively orally and in writing concerning realty matters. Ability to plan and carry out assignments, resolve conflicts that arise, coordinate the work with others, and interpret policy.
