Duties

Help

  1. Responsible for managing radioactive material recycling in-house/disposal, including the required contracts,
    to comply with all applicable Federal, state and local environmental laws and policies. Executes short-term goals and
    priorities to support the management plan utilizing available personnel and resources. Represents the Installation
    Management Division as the health physicist. Serves as an environmental (radiological) technical advisor in
    executing projects and serves as a support member on other applicable boards and committees. Integrates the
    efforts of an interdisciplinary team of professionals including attorneys, public health specialists, public affair
    specialists, environmental physical scientists, environmental engineers, biological scientists, regulators, other
    governmental officials, and community groups. Coordinates and implements financial and budget execution
    activities to include obligations, expenditures, and shortfalls for the assigned program(s). Serves as the focal point
    for assigned contracted projects. Develops status reports on assigned projects
  2. Evaluates and secures compliance with environmental and radiation safety laws through audits,
    investigations and enforcement of corrective action activities. Performs significant radiological protection surveys
    and inspections of medical, academia, industrial x-ray facilities, particle accelerators, research, and radioactive
    material work areas throughout WPAFB to determine the existence of radioactive materials, analyzes and evaluates
    data, and develops/modifies procedures for proper tracking and disposal of materials. Provides support for
    environmental assessments and reviews proposed actions of base and tenant organizations that utilize radioactive
    materials to ensure the environmental effects are considered in project planning and decision making.
  3. Represents the organization with a variety of installation and functional area organizations. Establishes,
    develops, and maintains effective working relationships with other elements and flights in Civil Engineering and
    other organizations on base involved in areas related to base environmental activities. Meets with key customer and
    coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve
    problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in
    special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates
    milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares
    detailed responses. Determines appropriate recommendations for unresolved or questionable problems and
    performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that
    impact organization, installation, command, or agency.
  4. Communicates and coordinates environmental issues with higher headquarters, regulatory agencies, other
    installation units, community officials, etc. Directs the development of briefing packages and a variety of related
    reports. Serves as technical consultant to public affairs on media relations involving radiological environmental
    matters. Prepares or directs preparation of responses to congressional inquiries, audit reports, inspection reports,
    press releases and public concerns. Conducts or participates in public meetings, educational programs, and technical
    review committees.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions..

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing date of the announcement at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience includes that I have a combination of education and experience - education is equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education and specialized experience must include using environmental physical science practices, processes, and/or techniques; following health, safety, and/or environmental rules; or serving as the focal point for assigned environmental contracted projects. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

Ideal Candidate: This vital position performs Program Management functions in support of the Air Force Radioactive Recycling and Disposal Program IAW Nuclear Regulatory Commission (NRC), Resource Conservation and Recovery Act (RCRA) regulations, AFMAN 40-201 and AFMAN 32-7002. Responsibilities include the management and disposition of low-level radioactive waste (LLRW) AF-wide and DoD radioactive material (RAM) recycling. Responsibilities also include radiation safety officer duties, consultative support to customers across the AF for LLRW & RAM management, DOT Class 7 expertise/training, waste broker oversight, and Inspector General/NRC inspections of permitted facilities. This position also manages the planning, programming, budgeting, and execution (PPBE) for the AFRRAD Program. The successful candidate should have experience with material disposition processes, Government PPBE processes, be familiar with the NRC regulations under 10 CFR Parts 1 through 199, RCRA regulations under 40 CFR Parts 239 through 282, and possess strong customer service expertise.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Professional knowledge of health and radiation safety principles, laws, regulations and precedent decisions which provide the capability to recommend substantive program changes or alternative courses of managerial action requiring the expansion or modification of existing radiation safety health management techniques critical to the resolution of radiation safety management problems.
  2. Knowledge and understanding of professional level concepts, principles, theories, and current practices that enable incumbent to serve as a technical authority on the most complex environmental projects and programs within the radiation safety and health physics area of expertise.
  3. Knowledge and skill in project management to include contractor performance, quality assurance, quality control, costs, scope, and schedules of projects/programs.
  4. Knowledge and skills necessary to meet the requirements of the Nuclear Regulatory Commission definition of a Radiation Safety Officer for a Broad scope License.
  5. Ability to communicate effectively, both orally and in writing.
