As a CONTRACT SPECIALIST, GS-1102-12, you will ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives. office.   • The incumbent must obtain and maintain secret security clearance.
  • May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.
  • Must possess a valid Kansas state drivers license to operate government motor vehicles.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

  • Possess a valid state driver’s license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.

Qualifications

GENERAL EXPERIENCE: Must have a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.

SPECIALIZED EXPERIENCE: Must have one year of contracting experience at the GS-11 level. Specialized experience must demonstrate the following: (1) Performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, (2) Advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, (3) Reviewing procurement requests to assure clarity, adequacy, and completeness, and (4) Reviewing contract terms and technical specifications to identify any special requirements.

This position requires the selectee to hold a warrant as a condition of employment, the selectee must have Professional certification and must go before a Contracting Officer Review Board (CORB) prior to selection

Physical Demands: The position requires visits to construction sites on a regular basis to check work progress, inspect for compliance with contract provisions, evaluate claims pertaining to changed site conditions, and resolve differences. Site visits require agility in walking around machines, moving equipment, and construction in progress, and may involve bending and climbing.

Work Effort: Subject to moderate risks which require safety precautions while visiting construction sites. May be required to use safety hats, glasses, breathing apparatus, and boots during on-site visits.
