This position is part of the National Archives and Records Administration. Incumbent serves as the Deputy Director of the Donald J. Trump Presidential Library within the National Archives and Records Administration. Serves as a principal advisor to the Library Director. At the direction of the Director, provides oversight and planning for the Library's administration and operation, and for archival, artifact, educational, and public programs, including, as necessary, direct supervision of staff.

As a Program Management Officer, you will:

  • Assist the Library Director in directing programs through subordinate supervisors to a wide range of users (scholars, public officials, educators, the media, general public, etc). Ensure that economical, effective, and efficient operations are accomplished and maintained. As required, the incumbent may serve as the acting Library Director in the Director's absence.
  • Assure compliance with federal laws and regulations, as well as NARA and Presidential Libraries (P) guidance relating to overall Library administration and programs
  • In coordination with the Library Director and Supervisory Archivist, set general policy for the operation of the Library's archives, including research services, encouraging use of materials, and care and conservation of collections.
  • Oversee Library public and educational programming. Work with senior Library management, and often in partnership with a Foundation, Institute, and other support organizations, plan and execute an innovative series of programs. Working with the Education Specialist, oversee educational programs and help create and sustain academic partnerships, including possible courses and degree programs.
  • Responsible for maintaining sound personnel management policies and practices including labor management relations for assigned programs. Directly supervise staff that may include the Supervisory Archivist, Curator, Administrative Officer, Education Specialist, Facility Manager, and others as assigned by the Library Director. May oversee additional departments or staff such as IT and audio-visual support.

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Designated and/or Random Drug Testing may be required.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes ALL of the following:

  • Managing, reviewing and providing access to archival and artifact collections. Examples of this may include developing, organizing, digitizing, reviewing, and/or preserving records/artifacts and responding to FOIA inquiries. AND
  • Creating or delivering programmatic and/or educational content using archival and artifact collections to promote the use of those collections to the public. AND
  • Representing an organization by establishing strong working relationships with key stakeholders, developing partnerships, and/or making appearances at events or speaking with the press.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.
