Duties

Help
  • Serves as Supervisory System Manager for MOCAS and supports the MOCAS Joint Program Management Office.
  • Exercises broad managerial authority over policy planning, resource management, and program execution.
  • Represents the Directorate in senior level conferences and consultations with various executive level, government and Defense agencies.
  • Participates in formal and informal planning, policy and decision-making sessions regarding legislative changes, technological improvements, and changes in federal and non-federal policies involving important management issues.
  • Reviews and approves budget estimates and financial plans prepared by subordinate staff members. Presents and defends the organization's budgetary requirements to higher authority.
  • Evaluates subordinate supervisors and serves as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors.
  • Approves expenses comparable to within-grade increases, extensive overtime, and employee travel.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: experience serving as a senior technical advisor on the design, implementation, maintenance, and/or operation of all or major portions of a complex automated finance or accounting system; resolving issues impacting the planning, implementation, and evaluation of organization-wide financial management programs; providing advisory and consulting services to senior leadership, operational managers, and supported customers; and developing and implementing operational solutions to improve the effectiveness of a large, multi-dimensional finance organization. Experience should demonstrate expert knowledge of financial management regulations, principles, policies and procedures as they relate to automated systems processing and finance operations.

Education is not substitutable for specialized experience at this grade level.

  • This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.   • The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed/undisclosed background issues, the employment offer may be withdrawn. Individuals selected are required to obtain/maintain a favorable security determination to occupy a sensitive position within the agency as a condition of employment.   • Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
