Summary

The incumbent is responsible for the overall development and implementation of Morale, Welfare and Recreation (MWR} programs, activities, and facilities. Acts as MWR Site Manager, responsible for the day-to-day operation of MWR programs and coordination with command entities/organizations for their overall quality of life enhancement. Incumbent reports to and is directly supervised by Commanding Officer, NSF Redzikowo or their designated representative.

Duties

Help

  • Incumbent plans, directs and manages the overall operation of individual activities to include, but not limited to coordination of purchasing, staffing, material requests and facilities management. Ensures all operations are financially solvent and/or within specific fiduciary guidelines provided by higher and local authority; monitors trends, and institutes cost control measures. Instructs subordinate personnel in operating procedures and regulatory requirements, defines work standards and establishes priorities. Performs or directs periodic or scheduled surveys, audits, reviews and inspections to determine overall operational conditions and requirements. Continually evaluates effectiveness of operations and directs action to improve efficiency and effectiveness. Reviews request for equipment and supplies for need and adherence to division budget limitations.
  • Plans, organizes work and manages internal resources to ensure maximum productivity. Prepares financial plan, budgets, inventories, cost controls and related records and reports. Reviews the financial status of the activity and recommends adjustments Provides direct and technical oversightand direction to all MWR staff. Conducts training, schedules work, appraises performance. Counsels and initiates personnel actions as appropriate.
  • Effectively supports Equal Employment Opportunity (EEO) policy, Fire, Safety, Security, sanitation and environmental issues and concerns as they relate to high er authority and local applicability . The incumbent must be alert to alcohol abuse issues and take appropriate action. Maintains and enforces security of all DON, U.S . Navy MWR funds, supplies, equipment and property to preclude or minimize theft, Ioss, fraud, waste and abuse.
  • Schedules and initiates or directs arrangements for MWR events activities. Develops and directs preparation of promotional materials. Ensures effective communication between the command and support activities providing ancillary support MWR programs fostering the best possible delivery of MWR programs to the command and its organizations.
  • Approves purchasing requirement and procurement policies ensuring purchasing and contracting meets regulatory criteria.

Qualifications

  • Comprehensive knowledge of DOD component recreation management procedures and gen eral business practices related to the planning, budgeting, scheduling. coordinating and operational management of the recreation facilities and equipment. Skill in negotiating program issues and operational requirements with personnel inside and outside the Navy, local community and patrons.
  • Knowledge and skill m directing the application of management principles, concepts and methodology to a variety of conventional and unusually difficult and complex assignments involving a full range of MWR activities, i.e.: operations, maintenance, financial management, facility improvements, management-patron relations, merchandise and equipment management.
  • Knowledge of proper military protocol and decorum extended to general officers, commanders, their guests, and dignitaries.
  • Skill in developing directives and procedures concerning the administ ration of the MWR activities and utilization of resources. Has the ability to identify program deficiencies to take corrective measures.
  • Knowledge of marketing techniques and demographic data to determine the installation's market, develop programs which appeal to the market, and to create innovative, dynamic promotions and marketing to support these program.
