Qualifications

EXPERIENCE REQUIREMENTS:
Must have 1 year of experience equivalent to GS-11. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience for this grade level, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Knowledge, Skill, and Abilities (KSAs):

  • Knowledge of planning, programming, budgeting, and executing regulations (DOD, DA, NGB, state, local and other federal), guidelines, and processes.
  • Knowledge of execution of NGB and state programs to ensure statutes are adhered to and goals are met.
  • Knowledge of NGB and state goals, objectives, and priorities to ensure mission accomplishment.
  • Knowledge of budgeting and program methods and procedures to execute multiple budgets.
  • Skill in the identification, analysis, and resolution of a range of budgetary problems associated with program execution.
  • Knowledge of the format and composition of financial documentation to support all budget processes.
  • Knowledge of the authorization and appropriation public laws governing the multiple ARNG and state program appropriations.
  • Knowledge of state and Federal accounting systems in order to appropriately administer CFMO programs.
  • Knowledge of accounting principles and procedures to effectively execute Federal and State programs.
  • Knowledge of present and future state ARNG force structure.
  • Knowledge of automation and various applicable software programs.

Education

Education that may be substituted for some specialized experience:
Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

EVALUATION METHODS: Each applicant considered to possess the minimum qualification requirements will be further evaluated in accordance with the procedures outlined in SDNG Technician Pamphlet 335-T and subsequent MOAs.

BASIS FOR RATING: Qualified candidates will be assigned to one of three quality categories: "Best- Qualified", "Well-Qualified", "Qualified".

  • "Best-Qualified" Level. Candidate possesses the qualifications that substantially exceed the basic requirements of the position and would allow the candidate to perform effectively in the position almost immediately or with a minimum of training and/or orientation.
  • "Well-Qualified" Level. Candidate possesses the qualifications that exceed the basic requirements of the position and would allow the candidate to perform effectively in the position within a reasonable period of time (3-6 months).
  • "Qualified" Level. Candidate possesses the qualifications that meet the basic requirements of the position.
