Duties

Help

1. Serves as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) Automated Logistics Information Systems and Programs. Exercises knowledge and oversight for all matters pertaining to the fielding and operation of Automated Logistics Information Systems and Programs. Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Identifies funding requirements to support SASMO operations, justifies and submits budget requirements for State operating budget, and executes funds received. (25%)
2. Serves as a Systems Administrator for all Automated Logistics Information Systems and Programs and as the technical expert within the State/Territory responsible for providing technical and functional guidance for serviced Automated Logistics Information Systems and Programs. Reviews SASMO Standard Operating Procedures (SOPs) to ensure they are current (i.e., help desk, repair operations, etc.). Evaluates trouble tickets escalated from the help desk, setting priorities on a weekly and monthly basis. Troubleshoots diagnoses and resolves technical problems identified in trouble tickets and initial setup of serviced Automated Logistics Information System computers to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet, connectivity to the network as required, coordinating with other support personnel, and completing technical inspections. Develops programs to ensure software and vulnerability updates are applied in proper order. Coordinates and communicates with Department of the Army (DA), National Guard Bureau (NGB), Program Executive Offices (PEO)/Program Managers of supported systems, regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages. Assists functional users in automated CSS systems management and operation. (25%)
3 Serves as the primary point of contact for Functional Administrators and users of the serviced database(s). Administers the day-to-day database operation and maintenance of
the serviced database(s). Performs tests to ensure serviced database(s) efficiently collects, stores, and processes data. Evaluates, determines, and initiates corrective action to recover or restore data and return the database(s) to operational status. Resolves issues and problems concerning the effectiveness and efficiency of Automated Logistics Information Systems and Programs administrative and systemic work operations. Utilizes knowledge of logistics management principles, policies, and procedures to implement, establish, and execute operational plans and policies for Automated Logistics Information Systems. Represents the DCSLOG as the primary POC responsible for the functional implementation and sustainment of varied automation information management systems. Provides direction and guidance to supported CSS Automated Logistics Information System users in the submission of automated systems problem reports and/or change proposals. Establishes procedures for the receipt, review, consolidation, and accounting of system problem reports and engineer change proposals (ECPs) submitted from other SASMO personnel and/or CSS Automated Logistics Information System users to ensure subsequent distribution to NGB. Develops and establishes programs for administering the receipt, review, validation, distribution, and implementation of all CSS software received in the State, ensuring proper installation, testing and evaluation. Establishes and ensures proper maintenance of a CSS resource library and the retrieval and disposal of CSS software. (20%)
4. Analyzes requirements, establishes programs/procedures ensuring effective coordination on CSS automation hardware systems and peripherals pertaining to the receipt, distribution, installation, and life cycle management of devices that are directed to be managed at unit/State/Territory level. Performs proper installation, testing and evaluation of CSS systems hardware. Identifies maintenance requirements and coordinates/initiate's corrective action. As appropriate, establishes a State/Territory CSS automation hardware tactical computer exchange (TCX) (aka equipment float) program and directs the management of the program, ensuring accountability of exchanges. Directs user-level assistance on Automated Logistics Information Systems and Program operations and automated systems utilization.. (20%)
5. Serves as the primary point of contact on all CSS automation continuity of operations plan (COOP), development, and execution. Monitors the State/Territory automated CSS system network, determining fault isolation, problem resolution, and performance reporting or coordinates with appropriate official for resolution.

*5. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 6. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments. 7. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, Failure to receive the proper IA certification may result in removal from this position. 8. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the states, territories, and the district cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. plan. 9. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. The incumbent applies knowledge of the organizations mission, supply, maintenance, operations and transportation functions to the development and implementation of unit automated logistics programs. Through the planning process, the incumbent ensures the availability of equipment, materials, and personnel to accomplish mission goals or objectives and applies analytical skills to the identification, analysis and resolution of automated logistics problems or deficiencies, thereby, increasing program effectiveness and efficiency. The incumbent accomplishes automated logistical missions through extensive coordination with the operations plans office, unit functional specialists and the gaining command.
