Duties

Help

Selectee will serve as Assistant Counsel for the DLA Office of Counsel serving DLA Aviation.

  • When selected at the GS-11, duties will be performed in a developmental capacity.
  • Selectee will provide advice in one or more of the following assigned areas of the law as his/her primary duty: Federal Acquisition law.
  • Legal and policy advice will cover contract formation, including, but not limited to, contract review, authority and delegations, source selection, socioeconomic issues, sourcing, commercial item contracting, protests, FOIA, pricing and fiscal law.
  • Duties will include providing legal advice and representation on contract administration matters, such as changes, performance, delivery and quality, terminations, alternative dispute resolution, and contract litigation.
  • Selectee will also provide legal representation before the Government Accountability Office (GAO) and the Armed Services Board of Contract Appeals (ASBCA).
  • May provide advice on a wide range of administrative law matters including the Freedom of Information Act, Privacy Act, fiscal law, ethics, contract fraud, installation law, and law enforcement questions.
  • May provide legal advice, counsel, and representation in the areas of personnel, labor, and equal opportunity law.

Qualifications

QUALIFICATIONS REQUIRED for ATTORNEY-ADVISER (GENERAL) GS-0905-11:

1) The first professional law degree (LL.B. or J.D.);

2) Proof that you are licensed and a member in good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Annual bar certification cards issued from your state of licensure are not considered acceptable. Proof is a "certificate of good standing" issued by your state of licensure dated within 6 months of the closing date of this announcement or a screenshot of your bar status taken from your state of licensure website that is dated within 6 months of the closing date of this announcement or sworn statement to that effect. If there is not a date on the screen shot, you must provide a statement signed by you on the date that the screen shot was created. The successful applicant selected for employment must provide a "certificate of good standing" issued by their respective bar showing they are in good status and in active status prior to appointment.

3) In addition to 1 and 2 (listed above), each grade level has the following qualification requirements:

To Qualify at the GS-11 level, one of the following requirements must be satisfied:

a. One year of professional legal experience.

b. The second professional law degree (Master of Laws (LL.M.)) provided it required 1 full academic year of graduate study.

c. Superior law student work or activities as demonstrated by one of the following:

  • Academic standing in the upper third of the attorney's law school graduating class.
  • Work or achievement of significance on one of the attorney's law school's official law reviews or journals.
  • Special high-level honors for academic excellence in law school (e.g., membership in the Order of the Coif, winning of a moot court competition, or membership on the moot court team that represents the attorney's law school in competition with other law schools).
d. Full-time or continuous participation in a legal aid program as opposed to one-time, intermittent, or casual participation.

e. Significant summer law office clerk experience.

f. Other evidence of clearly superior accomplishment or achievement.

In accordance with DoDI 1442.2 (Personnel Actions Involving Civilian Attorneys), promotion for this position is based on the individual's time, performance, and mastery of skills at the required grade level and only with approval of the designated official (DLA General Counsel) in accordance with the applicable regulation.

OTHER SELECTION FACTORS:

- Interest in the practice of the law of federal contract formation and administration.

- Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem-solving).

- Excellent oral and written communication skills and proficiency as an advocate.

- Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.

Security Clearance: This position is designated Non-Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the employment offer may be withdrawn. In addition, incumbent is subject to periodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Excepted Service Position: This job is being filled by an alternative hiring process and is not in the competitive civil service.

Veterans Information: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring.

Future Military Retirees/Seperation*: You are required to submit a copy of your retirement DD-214 or seperation DD214 stating your Character of Service (i.e., Honorable/General Discharge), OR if your DD-214 has yet to be approved, a retirement letter signed by the adjutant, personnel officer, or commander of your unit or higher headquarters which must include your rank, dates of active duty service, the Type of Discharge, and Character of Service (i.e. honorable). IF you are taking leave prior to your retirement date, you must provide a copy of your approved terminal leave request form (must show "Terminal" or "Other-Transition"). If you are not taking leave prior to your separation date you are not required to provide a terminal leave request form.

Disabled Veterans: You are required to submit a letter from the Department of Veteran's Affairs/branch of the armed forces, certifying an OVERALL SERVICE-CONNECTED DISABILITY. The overall rating MUST be identified on your certification letter. If using your disability rating for appointments other than a 30% Disabled Veteran appointment, you MUST also provide a copy of your most recent DD Form 214 stating your Character of Service (i.e., Honorable/General Discharge). If you have multiple DD-214s, it is highly recommended that you submit all of them.

As of 23 December 2016, Military retirees seeking to enter federal service in the Department of Defense now require a waiver if they would be appointed within 180 days following their official date of retirement.

Drug-Free Workplace: The Defense Logistics Agency (DLA) has established a Drug-Free Federal Workplace Policy.
