Help

As an IT Specialist (Sys Admin) within the National Minerals Information Science Center, some of your specific duties will include:

  • Serves as point of contact for creating, configuring, maintaining, and updating IT systems.
  • Manages several information systems supporting the National Mineral Information Center and optimizes the functionality of systems.
  • Keeps abreast of current and emerging technologies and systems administration practices and methods.
  • Prepares technical specifications. Determines best approaches to implementation aligned to NMIC's strategic and long-term priorities. Develops standard operating procedures for a variety of IT hardware tasks or activities. Modifies, adapts, and/or refines broader guidelines to resolve specific complex and/or intricate issues and problems; and identifies and researches trends and patterns in order to develop new methods and criteria and/or propose new policies or practices for systems administration activities.
  • Designs, develops, test, implements and documents software. Ensures guidance and work products comply with Dept and organization IT requirements, policies, guidelines and practices. Identifies and mitigates security vulnerabilities and risks.
  • Assists in the development of automation options including time, cost, and resource availability; and participates in the finalization of requirements, preparation of design documents, and the implementation and maintenance of applications.
  • Supports the maintenance of existing applications software by designing, coding, testing, and debugging programs. Recommends hardware/software replacements or upgrades to meet future requirements.

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Applicants must meet the following to qualify for the GS-12 level:

One year of appropriate specialized experience equivalent to at least the GS-11 level in the Federal service that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. Such knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising others concerning major aspects of automated data processing system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. This level of work experience would reflect independence in planning and carrying out the assignment, selecting the approach or methodology to be used, resolving most of the conflicts that arise, and coordinating the work with others as necessary.

Applicant must have industry experience with Microsoft SQL Server (or equivalent) relational databases, Microsoft SQL Reporting Services, Microsoft Visual Studio, JavaScript, and VB.NET. Design and development experience with SQL Server based web applications, ASP, XML, Java, and JavaScript programming languages. Experience with data warehouse implementation is required. Experience with Tableau and ETL tools to provide support with data warehouse implementation and maintenance. Applicant would need to apply their knowledge to enhance the existing web applications and provide any necessary support for the IT team with development, testing, maintenance, and training of users.

Applicants must meet the following to qualify for the GS-13 level:

One year of specialized experience equivalent to at least the GS-12 level in the Federal service that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled.

Examples of such experience may include: information systems analysis, design, testing, and implementation; integration of new applications with existing information systems, maintaining data integrity; translation of strategic planning objectives into tactical process plans; and coordination of applications development, special information systems projects, and new computer programs. The complexity of the aforementioned work examples typically required extensive modification and adaptation of standard procedures, methods, and techniques, and the development of totally new methods and techniques to address novel or obscure problems for which guidelines or precedents were not substantially applicable. This level of work experience would reflect wide latitude for the exercise of independent judgment to perform work of marked difficulty and responsibility.

Applicant must have more than five years of industry experience with Microsoft SQL Server (or equivalent) relational databases, Microsoft SQL Reporting Services, Microsoft Visual Studio, Entity Framework 4.0, JavaScript, VB.NET, and TortoiseSVN. Expert knowledge in database development, ASP, HTML/CSS, XML, Java, JavaScript programming experience. Experience with data warehouse implementation is required. Experience with Tableau and Dremio tools to provide support with data warehouse implementation and maintenance. Applicant would need to apply their knowledge to enhance the existing data management applications and provide any necessary support for the IT team with development, maintenance, and training of users.
