Help

The incumbent will:

  • Serve as the principal advisor to the AOP Chief on its Integrated Security Management System (ISMS) and physical security technology system upgrade projects that AOP pursues to meet long-term security requirements.
  • Develop and manage strategic vendor relationships. Develop and monitors physical security technology management projects, including the preparation of statements of work (SOW), project justifications, and funding requests. Plan, direct, and exercise control over system selection and upgrade projects. Prepare and maintain project schedules and budgets, and manage project finances, from inception through completion.
  • Directly oversees and manages all operational physical security technology systems in the Security Command Center (SCC). Properly implements plans, policies, and procedures, and implements testing and preventive maintenance schedules on a regular basis as related to the physical security technology systems.
  • Collaborates and works with the designated staff in the Digital Solutions Division (TDS) to support the National Gallery’s and AOP’s technology objectives and priorities.
  • Work in direct coordination and collaboration with the Digital Solutions (TDS) Division and the Chief Information Officer for supporting the physical security technology systems and offers technical guidance, expertise and input in the development, review, and integration of equipment such as Video Surveillance and physical access control hardware and software. Perform feasibility studies, requirement, and cost/benefit analyses prior to the acquisition of new or modified physical security technologies.
  • Provide technical direction to staff and contractors. Supervise and reviews the work of direct-report staff who support the technical aspects of physical security functions to ensure the proper functioning of all security systems for potential impact on broad AOP and Gallery policy objectives and overall results.
  • Plan, schedule, and assign work, adjusting staffing levels and work procedures to accommodate the budget and changing Gallery priorities. Interview candidates for open positions, and hires, promotes, terminates, and reassigns staff members in accordance with best HR practices and OPM and Gallery regulations. Resolve employee grievances and carries out discipline.
  • Responsible for all aspects staff’s work, performance management, training and required certifications.
  • Serve as Contracting Officer’s Representative (COR) for contracts pertaining to AOP’s ISMS applications and security devices.
  • Develop and manage strategic vendor relationships.  Develop statements of work, project justifications, and funding requests.  Plan system development and upgrade projects.  Prepare and maintain project schedules and budgets from inception through completion.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-0080-14.

Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-13 level in the Federal service, managing operations of an industrial security management and fire alarm system.
