ABOUT THE POSITION

The incumbent demonstrates and exercises leadership in the functional management and oversight over the Office of Policy (OPOL), which seeks to guide the evolution of Federal health information technology (health IT) priorities, policies, and implementation.

The Principal Deputy Director, OPOL reports to the Executive Director, OPOL and serves as the senior policy strategist and principal advisor who provides to the Executive Director, OPOL advice and guidance with respect to all aspects of OPOL including:

  • Providing executive leadership and technical direction to personnel engaged in health IT work related to the planning, development, execution, and coordination of health IT policies.
  • Implementing HHS-wide management policy for health IT alignment activities as well as data policy/strategy negotiations for new initiatives and programs associated with the United States Core Data for Interoperability.
  • Providing technical leadership to projects the OPOL Executive Director oversees in managing and directing scientific, professional, and technical support personnel engaged in innovation and regulatory activities related to implementing and administering major national programs concerned with leading technology and policy activities organization.
  • Leading operations and administrative management matters; management tenets, techniques, and policies; requirements of administrative law and regulations; and methods and procedures.
  • Leading efficient and effective administrative operations, resolving matters of major concern, and matters of key policy, promoting and leading major reviews and discussions regarding improvements in administrative/management operations and processes.
  • Communicating to ONC employees through regular and special meetings, correspondence, and other means ensuring information and/or developments in the policy/health IT area are communicated to appropriate staff in the organization.
  • Representing the Executive Director, OPOL in matters of operations and management to a variety of organizations, including HHS agencies, and other stakeholders; incumbent resolves problems concerning organization and administration in assigned areas; acting as necessary to improve organizational structure, management policies, and techniques; incumbent keeps the total management process in mind to develop solutions to emerging problems in management of a critical and/or controversial nature and which may impact successful implementation of HHS initiatives.
  • Providing leadership and support in the development of long-term plans and budget proposals.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Executive Core Qualifications (ECQs):

5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (MTQ's):

This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.

  1. In-depth knowledge of the laws, regulations, executive orders, Departmental priorities, and other relevant activities governing health informatics, health information privacy and security, and heath information technology, and a demonstrated ability to use that knowledge to develop long term implementation approaches to support policy priorities and the implementation of regulations.
  2. Ability to rapidly adapt and respond to changing health information technology advances, develop strategies for new health information technology and health information exchange initiatives, lead the development of novel digital health or health information technology regulatory text, and devise and implement effective approaches and methods for resolving issues in areas where high levels of uncertainty exist and the ability to balance conflicting interests of national or international importance is needed.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Additional information

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period:

An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
