As an Education Research Analyst, GS-1730-12, you will be responsible for:

• Planning, developing, and conducting activities to support high-quality special education research in one or more of the National Center for Special Education Research's (NCSER) research and research training programs.
• Providing substantive technical assistance to special education research and/or training grant applicants and grantees during the planning and execution of research and/or research training projects as part of overall grant management.
• Work with disciplines in education sciences and research methodologies to provide substantive technical assistance.
• Assisting with the preparation of written products and oral presentations on study findings to a variety of audiences (including federal, State, and local stakeholders, as well as the interdisciplinary education sciences community), engages in dissemination and outreach activities with both researchers and practitioners, and consults with staff across the Department on issues related to research, evaluation, and statistics. 
• Preparing or direct and contribute to articles, presentations, and publications in area(s) of professional expertise.

As an Education Research Analyst, GS-1730-13, you will be responsible for:

• Planning, developing, and conducting activities to support high-quality special education research in one or more of NCSER's research and research training programs. Advise other Center personnel regarding substantive issues in their assigned research and/or research training portfolio(s). Identify emerging issues and priorities, evaluate the significance of trends, define goals, formulate and plan research activities in their assigned portfolio(s).   
• Managing special education research and/or research training projects conducted largely through competitive grants and provide technical assistance to other Center staff managing grants in related areas. Develop and managing one or more research and/or research training grant programs in the education sciences. Provide technical assistance to applicants and grantees on carrying out high quality education research and/or implementing high quality research training programs.   • Represent the Center and the Institute in promoting the special education research and research training programs.
• Establishing and maintain contacts and close working relationships with high-level officials in the department, other Federal agencies, universities, professional societies, and the private sector.     
• Preparing or direct and contribute to articles, presentations, and publications in areas of professional expertise.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-12, if you possess the specialized experience below.

Specialized Experience for the GS-12

One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) following duties or work assignments:

1. Experience working on research studies that address critical issues in special education, education, and/or related services.
2. Experience with the use and analysis of research methods commonly used in special education (e.g., cluster-randomized trials, single-case designs, quasi-experimental designs, and non-experimental research).
3. Experience collaborating with researchers to apply disciplinary scientific knowledge and choose appropriate research methods for an education or special education research project. 

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of critical special education research topics and methods including cluster randomized trials, quasi-experimental studies, methods in machine learning and artificial intelligence, single-case research designs, non-experimental research, and conducting advanced statistical analyses.
2. Skill in reviewing and evaluating proposed special education research and training projects, including project design, statistical analysis, interpreting results, and advising on improvements to research and/or research training designs, analyses, and the interpretation of results.
3. Skill in effectively communicating scientific information in plain language, both orally and in writing, and effectively consult, mentor, or guide the design, conduct, or use of rigorous special education research or statistics with Department staff.

3. Experience providing advice and assistance to special education researchers on applying disciplinary scientific knowledge and choosing appropriate research methods for an education or special education research project.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 2. Ability to provide technical assistance and advice to special education researchers on the development and refinement of special education research and training projects and research methods in the design, implementation, analysis, interpretation of findings, and write-up of research studies.
3. Ability to effectively communicate orally and in writing scientific information in plain language, and effectively consult, mentor, or guide the design, conduct, or use of rigorous special education research or statistics with Department staff.

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least one course was in research methods and at least two courses were in statistics. 

OR

Combination of education and experience - at least 24 semester hours in a field related to the work of the position to be filled, including at least one course in research methods and two courses in statistics, plus appropriate experience or additional education. The experience must have demonstrated (1) a thorough knowledge of the principles underlying the work of this series, and (2) understanding, both theoretical and practical, of the methods and techniques applied in performing work in this series.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

Eligibility and Minimum Qualifications

Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Your application may be referred to a subject matter expert or panel of subject matter experts for further evaluation. Based on the outcome of this evaluation, you will be placed into one of three categories: Best Qualified, Well Qualified, or Qualified. If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration. Veterans’ Preference: Qualified veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the knowledge, skills, and abilities which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.
