All U.S. Citizens - No previous federal service is required. CTAP and ICTAP candidates in the local commuting area. This position is being advertised under an OPM government-wide Direct Hire authority.
Directs a fuels management program. Provides short- and long-range planning; budgeting; and management of wildland fire, fuels management, and prescribed fire programs.
Reviews and makes recommendations on appropriate sections of the Fire Management Plan pertaining to prescribed fire and fuels treatments.
Exercises administrative and technical supervision for staff to include such duties as: Performs work planning, establishes work schedules, priorities, assigns and reviews work. Discusses with work progress and problem areas with subordinates.
Ensures the smoke management program complies with state air quality standards. Coordinates with federal, state, tribal and local government air quality officials to comply with operational procedures and reporting requirements.
Coordinates and implements the technical and administrative aspects of prescribed fire/fuels plan, ensures preparation, ignition, holding, mop-up, and rehabilitation are completed to standard and in accordance with regulations and policies.

Qualifications

GS-09: One (1) year of specialized experience equivalent to the next lower grade level (GS-8) in the Federal service. Specialized experience includes an understanding of fire behavior relative to fuels, weather, and topography and how fire affects natural and cultural resources. Examples of experience may include: 1) participating in wildland fire activities (such as planning and/or implementing prescribed fire or managing wildfires) ensuring resource objectives are being met from a fire management standpoint; 2) developing and/or implementing initial attack incident management strategies and tactics to meet the stated resource objectives; and/or 3) implementing mitigation measures during wildland fire activities to protect sensitive habitats, endangered species, sensitive plants, or cultural values.
This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

Physical Demands: Work in the office is primarily sedentary. Field work does require frequent physical exertion, involving walking over rough terrain, sometimes for extended periods, and working under occasionally inclement (hot, cold, snow, wind, etc.) weather conditions.
Work Environment: Work is performed in both an office and field setting with field work. Field work involves exposure to temperature extremes, both from weather and fire conditions where falling trees and the presence of smoke and/or dust conditions create hazardous conditions. The nature of fire management work requires that protective clothing (boots, hard hats, etc.) be worn. The incumbent must exercise a variety of safety practices and precautions for the well-being of self and of others.
Education
This position falls under the Wildland Firefighter Series, 0456. There are Individual Occupational Requirements (IOR) for this job series.
There is no substitution of education for experience at this grade level.
