Duties

Help
  • Manage systems involving a wide range of engineering and scientific specialty areas, rapidly advancing technology and critical areas of development beyond the current state of the art, as well as critical non-developmental programs.
  • Full responsibility for intensive management of the overall program and providing leadership.
  • Maintains continuous cognizance of all aspects of assigned projects.
  • Establishes priorities, maintains and controls all project milestones, and takes action to ensure that all milestones are met or that workarounds are in place to counteract schedule and resource problems.
  • Coordinates with subordinate team leaders, supervisors, group/committee chairs and other team members to oversee and direct all efforts.

  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • This position requires occasional TDY travel up to 25% of the time.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
  • Position requires a Top-Secret clearance requiring drug testing.
  • This is a supervisory position. A one-year supervisory probationary period is required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 48 months of entrance on duty.
  • This is a Critical Acquisition Position/Key Leadership Position. 8 years of acquisition experience are required.
  • This is a Critical Acquisition Position/Key Leadership Position. Incumbent must execute a 3-year tenure agreement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One-year specialized experience which includes: 1) Managing the development, integration, testing and airworthiness qualification of aircraft systems and testing of Software (SW) systems or SW applications to ensure they are meeting operational requirements; 2) Collaborating with operational customers from various government agencies to assure the accomplishment of program goals and objectives; and 3) Overseeing the development of material solutions for assigned systems to ensure compliance with regulatory requirements.

This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. Some positions may have control points.
