As the Program Analyst you will have direct involvement in confidential administrative management issues, decision-making, meetings, discussions, telephone calls, management policies in the field of labor-management relations, projects, etc. with the administrative issues. You will also,

  • Monitor, evaluate, review, and advise assigned ITC program activities and initiatives, by evaluating project performance, progress, program status and risks against approved objectives and program goals and schedules, obtaining appropriate resources to facilitate accomplishment of objectives.
  • Analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
  • Conduct analytical studies that are of special interest to specific functional activities or programs, and participates in sensitive aspects of the program.
  • Design and ensure development of training materials for vendors and customers. Works with SMEs to create content, record sessions, and coordinate posting on the IT Acquisition University or other digital media sites.
  • Serve as marketing liaison for the organization. Periodically reviews current tool kits and acquisition planning packages content to include ordering guides, slip sheets, vendor guides, videos, etc. Recommends artifacts for updates and for creation. As directed, coordinates marketing efforts with other outreach stakeholders.
  • Prepare and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.
  • Serve as the division point of contact for human centered design, customer experience (CX) and digital experience (DX). Coordinates work with subject matter experts (SMEs), contract staff, and organizational CX and DX working groups.
  • Technical advisor for assigned program activities, recommending appropriate resources to facilitate accomplishment of objectives. Develops recommendations for organizational activities, operating policies and/or procedures.

The GS-12 salary will be determined based up location after selection.

The GS-13 salary will be determined based up location after selection.

To qualify at the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is analyzing and evaluating the effectiveness of program operations or project initiatives aimed at improving business processes and customer service initiatives and communicating program goals with internal and external stakeholders. This experience must include:

  • Maintaining tracking and reporting systems that measure the success of program operations;
  • Utilizing applied data analytics (qualitative and quantitative) techniques to analyze the effectiveness and efficiency of programs;
  • Consulting with management officials on program and/or project issues, recommendations and outcomes;
  • Developing written, oral and multimedia presentations such as writing blogs, articles, fact sheets, position papers, etc. and;
  • Managing and utilizing e-tools (such as Zoom, Google) to facilitate meetings.

To qualify at the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is analyzing and evaluating the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives and communicating program goals with internal and external stakeholders. This experience must include:

  • Implementing and maintaining tracking and reporting systems that measure the success of program operations;
  • Applying change management techniques;
  • Consulting and advising management officials on program and/or project issues, recommendations and outcomes;
  • Developing written, oral and multimedia presentations such as writing blogs, articles, fact sheets, position papers, etc. and;
  • Managing and utilizing e-tools (such as Zoom, Google) to facilitate meetings.

  • Knowledge of program analysis, management and evaluation methodologies, including the organizational theories and research principles necessary to perform broad, far-reaching studies impacting regional and agency operations.
  • Knowledge of applied data analytics (qualitative and quantitative) techniques to analyze the effectiveness and efficiency of assigned programs, specifically management objectives and issues relevant to organizational goals.
  • Ability to identify problem areas, conduct studies, analyze findings and make recommendations on substantive operating programs.
  • Skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.
  • Knowledge of agency organization, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness of programs operations or functions.
