ABOUT THE POSITION

The Director of Logistics participates in and advises upon program planning related to management, storage and shipment of ASPR/SNS assets. Provides operations and management knowledge and competence to the SNS's decision- making process.

The Director of Logistics plans, organizes, and directs the activities of the Office of Logistics, ensuring that all logistics activities associated with the management and deployment of SNS assets fully comply with legal and regulatory requirements, meet customer needs, and have the flexibility to respond to new initiatives and evolving preparedness expectations. The Office of Logistics manages the procurement, positioning, storage, maintenance, and transport of critical medical assets such as antibiotics, chemical antidotes, vaccines, antitoxins, and other medical supplies and equipment that are designed to re-supply or augment state and local public health agencies in the event of a biological/chemical terrorism incident or other natural disaster or emergency situation. Medical inventories may also be used in support of international emergency efforts. Develops goals and objectives that integrate the organization and overall SNS program objectives.

The Director of Logistics represents the Office of Logistics within a variety of ASPR and functional area organizations. Establishes, develops, and maintains effective working relationships with ASPR leadership and staff, representatives of DHHS, OHS, DOD, and other agencies, state and local public health officials and emergency responders, public health organizations, law enforcement personnel, etc. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.

The Director of Logistics exercises leadership over 150+ employees and contractors located throughout the country. The incumbent ensures proper staffing for full continuity of operations in any emergency or exercise event and staff members adherence to requirements for readiness response 24 hours a day, year-round. Ensures that all programs under his/her direction reflect the principles of workforce diversity in their management and operation in such areas as recruitment and staffing, employee development, staff assignments, and communications. In addition to demonstrating personal commitment to the objectives of workforce diversity, the executive ensures that subordinate supervisors and managers recognize the importance of their diversity enhancement responsibilities and applies principles that will result in an inclusive and diverse workforce. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Mandatory Technical Qualifications (MTQ's):

This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.

  1. Expert knowledge of logistics principles focusing on proper storage at a variety of ambient and cold chain storage conditions and inventory management of pharmaceuticals, medical supplies, and durable medical equipment. Experience in managing complex transportation and distribution efforts throughout the United States and internationally in support of a major public health incident.
  2. Comprehensive understanding of Current Good Manufacturing Practice (cGMP) regulations and compliance, ensuring safety of stockpiled pharmaceuticals.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

Probationary Period:

An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.

Standards of Conduct/Financial Disclosure
