Help

The auditor proposes audits, inspection/evaluation, or other reviews, contributing to planning for short- and long-term needs.  The auditor conducts, and oversees contractors conducting, audits, inspection/evaluation, or other reviews, all of which include the planning, fieldwork, and reporting phases as part of the engagement life cycle.  The auditor focuses primarily on IT-related engagements and will work on other engagements.  Engagement life-cycle duties require working independently, as a part of or leading a team, and/or as a Contracting Officer’s Representative.  The auditor identifies and recommends changes to the engagement’s objectives, scope, and methodology during the process.

The auditor proposes and develops planning procedures meeting standards and best practices.  The auditor identifies objectives, scope, methodology, resources, and timeframes; incorporating the use of appropriate analytical techniques; and plans the coordination of activities with Library representatives.
The auditor performs fieldwork, which includes gathering evidence that is sufficient and appropriate to address engagement objectives and to support findings and conclusions.  The auditor performs various kinds of analysis to include conduction IT data and system analysis, document analysis, analysis of testimonial evidence, statistical analysis, statistical sampling, and internal control analysis.  The auditor assesses evidence for compliance and conformity with guidance, requirements, and standards as established by the National Institute of Standards and Technology, the Government Accountability Office standards, and other reputable authorities.  The auditor develops findings and recommendations that take into account and give appropriate weight to all relevant evidence.
The auditor develops reports that inform the objectives and results of engagements. Reports include, but are not limited to, Notifications of Findings, Early Alert Memoranda, Draft Reports, and Final Reports.
The auditor monitors and follows-up on Library corrective action plans submitted by the Library in response to findings and recommendations issued to the Library resulting from OIG engagements.
The auditor conducts interviews and inquiries related to work assignments to collect information to identify issues and support findings.  The auditor determines contacts and effective methods of communication to gather information or provide information.  The auditor makes presentations to various audiences, moderating communications based upon subject matter and tailored to the audience knowledge or understanding.  The auditor represents the OIG providing professional and relevant information to meet the needs of the organization and communication goals. The auditor leads meetings and groups ensuring outcomes and work plans. 
The auditor responds to communications providing measured responses based upon inquiry and limits of response.
Due to OIG independence and confidentiality requirements, OIG IT systems must be managed independently from the Office of the Chief Information Officer; as a result, the IT Auditor is responsible for maintaining OIG’s IT systems, including its electronic workpaper and investigations case management systems, based on limited guidance provided by a supervisor or his/her designee.  The auditor will assist in annual OIG systems Authorization to Operate (ATO) and Personally Identifiable Information assessments in coordination with the Office of the Chief Information Officer. The auditor reviews proposed changes to Library policies and procedures and makes recommendations.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Education

Basic Requirements for Performance Auditors

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

or

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Foreign Education – Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE). Failure to submit a foreign education evaluation report will result in disqualification of your application.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
