Duties

Help

You will serve as the Arctic and International Coordination Division Chief developing and executing all aspects of international coordination of policies and strategies related to planning, preparedness, and response to discharges of oil, releases of hazardous chemical and other environmental contingencies.

Being a CG civilian makes you a valuable member of the team. Typical work assignments include:

  • Developing proposals for new or revised international, national and Coast Guard preparedness and response policy, mandates, and directives.
  • Keeping abreast of planning and preparedness for oil spills and hazardous substance pollution incidents and other threats to public safety, the marine environment, or marine related transportation/commerce.
  • Developing Joint Contingency Plans for oil spill preparedness and response with border nations to include Mexico, Canada, Russia, and Cuba.
  • Leading national level exercise planning with these nations and supports operational commanders in execution of plans at regional levels.
  • Serving as U.S. Head of Delegation for the Arctic Council’s Emergency Prevention Preparedness and Response (EPPR) Workgroup.
  • Leads U.S. engagement in Arctic Council activities along with the eight member states thru collaboration, gaining international consensus, and demonstrating U.S. leadership across the spectrum of critical Arctic governance issues.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

GS- 14 - You qualify if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet 4 out of the 6 specialized experience below:

  • Participating in marine environmental preparedness and response activities. 
  • Providing leadership, oversight or technical expertise to staff and senior management.
  • Developing international agreements for coordination and cooperation.
  • Developing contingency plans for environmental emergencies.
  • Participating in national level exercise planning
  • Formulating international policy for preparedness and response.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
