This incumbent is directly supervised by the Domiciliary Health Technician Supervisor/Lead or Assistant Domiciliary Chief the Health Tech is assigned to the Mental Health Residential Rehabilitation Treatment Program (MHRRTP) known as the Domiciliary Program.

Duties

Help

The incumbent is responsible: for maintaining a safe therapeutic environment of care for the Domiciliary patients. This includes assistance in maintaining a drug-free environment. The Health Tech plays a vital role in administering breathalyzers (on-the-spot) and conducting Urine Drug Screens (UDS) as determined appropriate. The incumbent provides assistance in Domiciliary patient room inspections, safety lock-down inspections both can be announced or unannounced.

Incumbent works with people who have brain injury or deterioration, or other mental health impairments. Be observant and detail-oriented with a calm demeanor and excellent social skills. Emotionally support patients. Communicate with interdisciplinary team on patients' status.

Incumbent orients new patients within 24-hours of admission. He or she explains the Domiciliary Patient Handbook and treatment agreement for care, provides information and instruction to the patient as lo their responsibilities in areas such as problem solving, rulemaking, disciplinary decision-making and free-time activity planning. He or she also explains Domiciliary Program rules and other matters required for group living.

Incumbent observes patients' physical and mental states every day, taking vital signs and noting levels of mental alertness and functioning. Helps individuals who need assistance with behavioral development and modification of actions. ls required to report behavioral health program and treatments teams catered to clients' needs, as well as provide positive feedback and attempt to correct any negative behavior. Ensure clients follow the program guidelines. Makes observations and document patient behavior and progress.

Incumbent cooperates with Program managers. Incumbent provides direct training and superv1s1011 of patients working in the Therapeutic Supportive Employment Services (TSES) Program. Incumbent provides daily guidance and encouragement to ensure that buildings are safe and clean and that workable sc!1cduks arc maintained. Incumbent evaluates TSES workers' performance and submits recommendations to the TSES Program Manager.

Incumbent makes daily inspection? of patient living quarters to ensure cleanliness and rooms are free of contraband. Incumbent submits, orders and supply orders to the appropriate departments as needed. The incumbent documents ,accuracy of patient passes consistent with patient absences.

Incumbent performs routine and random patient urine sample collection and breathalyzer tests in order to maintain a drug-free environment.

Incumbent keeps patient files confidential and secure from unauthorized access. Must ensure HIPPA compliance in every aspect of Facility operations and client care.

Physical Requirements: The physical demands of the work require some standing talking, bending, pushing lifting and carrying or items. The work requires above average agility and dexterity, The work also includes stress that may be involved in dealing with persons in emotional distress and who may be uncooperative and occasionally violent make this \work notably more demanding than most sedentary jobs. Incumbent must be able to assist patients who need help with standing, walking and sitting if needed. Incumbent must be able to stand and walk for long periods of time or sit for long periods of time while working in this environment. The physical demands require repetition.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-06 grade level: One (1) year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of direct patient care techniques, including activities of daily living (ADL's) ambulating patients, infection control, and emergency response; uses appropriate safety precautions. Uses computers, software applications, databases, and automated systems to accomplish work. Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements. Works and communicates with clients and customers (eg., any individuals who use or receive the services or products that you work unit provides, including individuals who work in you agency or in other agencies or organizations outside the Government) to satisfy their expectations. OR

Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
