Summary

The Office of the Director directs the legislative, operational, and research activities of the agency and ensures the achievement of strategic plans, objectives, and goals.
The incumbent serves as Director of Congressional Affairs and Senior Advisor to the Director, AHRQ, on a broad range of legislative, policy, programmatic, and budgetary issues affecting the Agency's flagship programs and portfolios of work. As a senior-level authority regarding congressional and legislative activities, the incumbent serves as the principal advisor to the Director, AHRQ and other senior Agency officials with responsibility for providing expertise, guidance, and counsel regarding various activities affecting the Agency's mission and priorities. The incumbent forges and maintains critical relationships between the AHRQ Director and Members of Congress, their staffs, and key stakeholders to amplify and highlight the Agency's efforts to improve the healthcare system and consumer's experience with it.
Directs the authorization and appropriations processes for the Agency and identifies, analyzes, and monitors the progress of proposed and enacted legislation that may have significant implications for AHRQ's mission and research activities.

Qualifications
Open Governmentwide to current or former competitive service federal employees with reinstatement eligibility and Senior Executives.
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level capability and directly related to the knowledge, skills and abilities outlined under the Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service. Failure to meet this basic qualification requirement will exclude you from further consideration.
Technical Qualifications (TQ's):
This position requires that you possess TQ's that represent knowledge, skills, and abilities essential for success in this role. The following TQ's must be evident in your resume.
Senior level experience leading all aspects of congressional and legislative activities for a federal organization, including demonstrated experience in managing and executing the practices, protocols, and standards for addressing legislative matters and demonstrated senior level experience briefing an organizations leadership on legislative and congressional activities.
Senior level experience cultivating and establishing professional relationships with key Members of Congress and their staffs and serving as a federal organizations' primary point of contact on all legislative matters impacting key programs and activities.
