About the Position: Serves as a Life-Cycle Project Manager, with overall responsibility for planning, scope, development, design, construction and direction of important civil works/military projects.
As the project team leader, implements corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project.
Negotiates and integrates all District functions sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan.
Coordinates planning, design, cost-engineering, construction and environmental restoration for engineering projects of substantial scope and complexity.
Controls and manages project milestones and budgets from planning through construction and initial operations.
Allocates project funds to District elements, consistent with progress attained, and measures and monitors performance to assure that commitments of all parties are being maintained.
Represents the District Commander, serving as the districts' primary point-of-contact with sponsor/customer; MACOMS/DA, Air Staff, various Federal, state and local government agencies; and other external organizations.
Reviews and analyzes cost reports to assure charges are all authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5 CFR Part 2634, Subpart I USOGE, 6/08) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes planning, coordinating, and scheduling large and complex civil works and military projects; applying the full range of principles, guidelines, laws, regulations, concepts, and methodologies associated with project management in the development of civil works and military projects; controlling and managing project schedules, milestones, and budget; resolving conflicts and/or improve/alter existing or potential project problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the (GS-11) grade lower grade or equivalent.
